120 <br />ago, and believed the policies should remain as <br />they already exist. <br />Eileen Gray, 950 Iris Street, urged support of <br />their group's proposed ordinance restricting police <br />in use of firearms. <br />Dr. E. E. Schnoor, 1690 Woodside Road, stated that <br />historically it has been the basic right of an <br />individual to protect his own property, and that <br />in modern situation we employ Police officers to <br />do this. He felt the officers are already working <br />under adverse conditions and additional limitations <br />should not be placed on them, and further, that <br />present review policies are perfectly adequate and <br />sound, so opposed any changes in present law. <br />Frank De Sio, 703 Fourth Avenue, approved formation <br />of review board and modification of the rule regarding <br />no warning shots. <br />Les Riddell, Executive Vice President, Chamber of <br />Commerce, 966 Emerald Hill Road, pointed out existing <br />checks and balances, ranging from the U. S. Congress, <br />State laws and on down through other governing <br />agencies, regulating use of firearms, and read into <br />the record a Resolution approved by the Redwood City <br />Chamber of Commerce supporting the Police Department <br />and opposing a review board. <br />RED WOOD CITY o QHAMLIDER of COMMERCE <br />RESOLUTION <br />TO: CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />WHEREAS, the people's primary concern of maximum protection to <br />persons and property is best met by maintaining the highest level of <br />training and professionalism within our police service and <br />WHEREAS, the Redwood City Police Department has met this concern by <br />continously distinguishing itself in its service to our people and <br />WHEREAS, there are at least 14 check and balances presently <br />scrutinizing the operation of the dep.artment ranging from elected <br />officials, County and State Attorney Generals plus individuals and com- <br />mittees at all.levels of government including the House and Senate of the <br />United States and <br />WHEREAS, the laws of the State of California specifically regulate <br />and control the use of firearms by the Police and <br />WHEREAS, the electorate thru its City Council have already placed <br />the responsibility to appoint and direct the professionals necessary to <br />maintain the highest possible standard of service and <br />WHEREAS, a Police Review Board would, in fact, limit this responsi- <br />bility while duplicating and reducing the effectiveness of established <br />operating practices thus restricting of Police Department operation <br />and morale and <br />WHEREAS, the Redwood City Police Department has consistently proven <br />itself more than capable of working within this complex framework of <br />controls and <br />THEREFORE, it is hereby resolved .by the Board of Directors of. <br />the Redwood City Chamber of Commerce that the City Council reaffirm its <br />commitment to the people -- not by relinquishing its responsibility to <br />direct the operation of this city-- but by using its authority to in- <br />sure the maximum protection of the people while at the same time <br />commending our Police by directing the Police Department to operate with- <br />in the full scope of the law in carrying out its duties. <br />UNANIMOUSLY APPROVED the 26th da o. bruary, 19 <br />f. �,' <br />-� LE Ii L.
