Rossman, 11 Springdale Way, Redwood City, considered <br />this request an example of his contention at the previous Council <br />meeting that Planned Development Permits zoning amendment would <br />allow circumventing the slope density restrictions, and expressed <br />concern this would happen repeatedly. <br />Mayor Bury gave assurance this was not an automatic procedure. There being no further <br />communications or oral protests, Councilman Rosselli moved to close the public hearing, <br />seconded by Councilman Weymouth and carried. <br />Councilman Weymouth moved to introduce Ordinance adding Section 60.13.4 to Ordinance <br />No, 1130, the Redwood City Zoning Ordinance, prezoning property located at 250 Upland <br />Road, seconded by Councilman Rosselli. Councilman Arnett indicated while the request <br />to prezone a single lot was highly unusual, with the burden of proof for good <br />design being put on the owner, he felt confident he could support the request. <br />Motion carried, Councilman Henderson voting no. <br />Report of Redwood City (General Plan) Citizens' Advisory Committee, on "Goals of Red- <br />wood City", was presented by Andrew Bacigalupi, Chairman. He presented a background <br />of the formation of the group, advising that in May, 1969, numerous volunteer citi- <br />zens met for the first time to set up goals for a better plan for the City. Toward <br />this objective, the group was guided not by whether a thing could be done, but <br />whether it should be done, He described how, during their work, various Task Forces <br />overlapped in some areas of interest and noting varying degrees of disagreement, <br />but in the final overall plan there was unanimous approval. It was felt by the group <br />that the City should be a balanced and viable type of community and residential <br />development should be planned toward preserving ecological balance and open space <br />areas, and stressing diversity, new concepts and a wide range of housing costs. He <br />described other goals as beautification of the downtown area, to tie in with pro- <br />posed Civic Center, and need for an attractive main shopping area; encouraging <br />non-polluting industries, and expansion and better utilization of port and rail <br />connections. He discussed the importance of the bus system and of participation <br />in a regional mass transit system. Additional park facilities were felt to be needed. <br />The.prima.ry ingredient, however, was considered to be stimulation of greater civic <br />pride and consciousness in the citizens. A detailed written report was submitted <br />to Council members, He expressed appreciation to the Planning Staff for their great <br />assistance, <br />Mayor <br />Bury commended the <br />Advisory Group for <br />the time <br />and effort <br />expended <br />in <br />arriving <br />at the <br />recommendations. <br />Councilman Rosselli <br />moved to <br />accept the <br />report <br />of <br />the <br />Citizens' Advisory Committee, seconded by Councilman Henderson, who added the sug- <br />gestion that individual letters of appreciation be sent individual members, who had <br />labored long and hard on behalf of the community.
