158 <br />this point, the FHA decision to restore its guarantees of home loans will only come <br />as a result of technical studies. In discussion relative to timing for delivery of <br />the report, it was determined that where it had earlier been expected to take a month <br />to six weeks, Mr. Reiter reported it should be available within two to three weeks <br />from this time. <br />The City Manager concluded the report with a review of progress in several other <br />projects in the community, Civic Center Complex - A very successful meeting with <br />four committees of the Chamber of Commerce was described relating to the Civic Center, <br />and Staff is meeting at least once a week with the architects, discussing preliminary <br />plans, with the hope to finalize next Wednesday and make a decision at Staff level, <br />One area of concern in the physical design of the library. It is planned to hold an <br />"open house" at the Community Activities Building, where citizens can observe the <br />model, and the exhibit will be staffed during the day and evenings to answer questions, <br />The Charley Brown Restaurant is well on its way, and good bids have been received, <br />The contract is expected to be awarded no later than next week, and restaurant ex- <br />pected to be operating prior to Thanksgiving. He noted that the award of contract <br />for the Harbor Boulevard improvements being submitted at this meeting for approval <br />related to the restaurant, The Stanford Crew facilities will be moved further toward <br />the launching ramp, <br />He then advised of a planning and progress seminar in Pajaro Dunes last Friday, Satur- <br />day and Sunday, which was attended by Councilmen Petersen, Keckley and Mayor Bury, <br />and himself, during which one of the workshops was led by Dr. Goss, of Canada College, <br />The HUD application, as reported, was submitted within the allowable time schedule, and <br />the City Manager commended the PlanningCommission, and particularly the Planning <br />Director, for the outstanding accomplishment in the short time required. Municipal <br />Services Center -Early completion expected of the new structures, which will be followed <br />by demolition of the old hangar building after equipment and personnel have been moved <br />to the new facilities. City Manager added that approximately one year ago, the City <br />historian was requested to prepare suitable inscription for the plaque to be mounted <br />at the new structures to commemorate the old hangar building, At Budget study level, <br />Department Head review is virtually complete, He commented on the exceptionally <br />difficult budgetary problems and the reductions in department requests that must be <br />made before submittal to Council. Revenues are grossly down and cost of doing <br />business is up, As requested by Council, investigation was made concerning utili- <br />zation of artificial grass in median strips on Woodside Expressway and noted the <br />report which had been submitted to Council with the Friday mail. He indicated staff <br />would like to further explore treatment suggested by Ribera & Sue in their letter, <br />and that additional data would be submitted later, <br />Councilman Petersen expressed concern over progress in Redwood Shores, and apparent <br />disinterest of Congressman McCloskey, feeling that perhaps that where a representative <br />enthusiastically supports an issue, there is better chance of success.
