Discussion held concerning need for restricting parking at onset instead of permitting initially and then attempting to restrict thereafter . Mr . Bygnes stated their agreement to either no parking , or a one -way street , and concurred that it would be better to set restrictions before residents settled in the Sea . Suggestion made for an improvement district for full street improvements , even though a majority protest might be anticipated . City Attorney agreed this procedure was possible but indicated it might be better for Staff to be allowed to report on feasibility of assessment district in this particular instance , after a full ex- amination of the facts . Further discussion held concerning possibilities of develop - ment of vacant parcel of property across from this proposed development , and in - volvement of property owners if forced to participate in an assessment district . Mr . Robert Dell ' Ergo , Attorney representing the daughter of the owners of this property , Mr . & Mrs . Perry , related the need for selling off this parcel of property in order that expenses might be met for their care , and urged Council to approve this development , Councilman Petersen moved to adopt RESOLUTION NO . 5994 GRANTING EXCEPTION TO CERTAIN PROVISIONS OF CHAPTER 30 OF THE CODE OF THE CITY OF REDWOOD CITY , BEING THE SUBDIVI- SION REGULATIONS OF THE CITY OF REDWOOD CITY - H . H . MACDONALD COMPANY , seconded by Councilman Arnett . On question , Councilman Keckley asked whether maker of motion would agree to include a no parking restriction inthe Resolution . City Attorney sug - gested this be made a separate motion . Discussion also held concerning the possibi - lity of planning for full street development instead of the half as proposed . Motion carried on roll call vote . Staff reported plans and specifications for the improvement of Alameda de las Pulgas , between Fernside and Woodside Road , had been prepared by the Department of Public Works and had been approved by the Town of Woodside ; that the Town Council of Wood- side had also approved the proposed agreement providing for the financing of the im- provement by the two cities , Woodside ' s share of the construction estimated at $ 57 , 400 and City ' s share at $ 91 , 800 . ► r.c .89
