425 <br /> Chief Building Official , in reviewing specifically <br /> his report which had been submitted to Council by <br /> City Manager under date of July 25th , stated he <br /> had not changed his judgment or opinion in that if <br /> specific issue of anchoring heaters is valid for <br /> Redwood Shores , it would be just as valid for entire <br /> City , as nothing in Building Code or Seismic Study <br /> to indicate otherwise . <br /> He also stated their Department was meeting all the <br /> other very strict recommendations of the Seismic <br /> Report , except as to those which do not apply at <br /> this point , relating to high rise structures , and <br /> commercial development . He stressed again that it <br /> was his opinion if recommendation had been specific <br /> in the Seismic Study , probably he would have taken <br /> a different type of action prior to this time in <br /> form of a recommendation to Council , but as a general <br /> consideration did not feel this point had the weight <br /> of the specific recommendations . He advised that up <br /> to this point he was satisfied all recommendations and <br /> the Building Code had been complied with . He again <br /> stated he did not feel matter of water heaters a man- <br /> datory requirement of recommendations . <br /> He indicated if subject to be pursued, would suggest <br /> search of an alternative as felt "ruptured gas lines " <br /> key point . He pointed out that water heaters are re - <br /> placed every few years , without inspection , and any <br /> requirement for anchorage would also include proper <br /> maintenance to be a valid issue , and questions of auth- <br /> ority to enforce also would result . <br /> Mr . Reiter , in reply to question of whether any contact <br /> had been made with PG&E concerning this issue , advised <br /> of discussions which had been held with PG&R representa - <br /> tives and of the two kinds of problems entailed : Legal <br /> relationship as to who has jurisdiction over PG&E , either <br /> PUC under general orders , or perhaps a municipality which <br /> issues a franchise to the gas service company , with no <br /> full exploration having yet been made of this point ; <br /> secondly , only two known types of earthquake valves at <br /> this time , one of which is type installed in schools , <br /> large hotels , telephone company offices , military bases , <br /> and from reports causing no end of problems to both gas <br /> company and users ; other type of valve described not <br /> wholly approved by as company as not reliable , and other- <br /> wise , from checks made , know of no municipality Statewide <br /> requring either of these valves . <br /> He summarized by stating if Council still insistent about <br /> this type of safety point , he would note two kinds of pro - <br /> blems being involved , that of legal aspect and technology , <br /> and did agree it might be: 'well if Council desired to con- <br /> tinue on this issue to form a Committee to study the pro - <br /> blems involved in order to make their decision . <br /> In replying to why this issue not having been more thorough- <br /> ly reviewed at time Seismic Report submitted to Council and <br /> reason study made to insure safety measures unique to this <br /> area , Mr . Reiter agreed report stated there were character- <br /> istics unique to this site and as a result some things are <br /> being done that are not necesary in other parts of City . <br /> Councilman Weymouth moved to accept Staff report , indicating their intent to con- <br /> . <br /> tihue to examine all aspects of this issue , and if it is determined that there <br /> exists evidence to warrant these additional safety measures , a recommendation will <br /> be made to Council , seconded by Councilman Keckley . <br /> Discussion held as to referrals which might possibly be made at this time for fur- <br /> ther research of this issue versus complete acceptance of Staff report , unfortunate <br /> political aspects from recent adverse publicity relating to a Congressional report , <br /> and other related comments . Councilman Henderson stated she did not agree with the <br /> Staff report and would vote in opposition . She asked that the record show she had <br /> urged these problems be solved before any residents moved into Shores . Motion to <br /> accept report carried , Councilman Henderson voting no .
