436 <br /> CONSTRUCTION OF IMPROVEMENTS RELATING TO BELMONT DRAIN , PHASE II , FOR REDWOOD <br /> CITY GENERAL IMPROVEMENT DISTRICT NO . 1 -64 ; AUTHORIZING EXECUTION OF CONTRACT <br /> FOR SAID WORK ; AND DIRECTING RETURN OF SECURITY DEPOSIT , seconded by Councilman <br /> Rosselli and carried on roll call vote . <br /> Councilman Arnett moved to adopt RESOLUTION NO . 6078 APPROVING PLANS AND SPECIFICATIONS <br /> FOR CONSTRUCTION OF BROADWAY CHANNELIZATION AND SIGNALIZATION AT WOODSIDE <br /> EXPRESSWAY ; AND , AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR , seconded by <br /> Councilman Keckley . Funds in the amount of $ 5 , 000 were budgeted and the State <br /> Division of Highways have given approval for this project . It was noted there <br /> was tole no change on the Woodside Road channelization . Concern was expressed <br /> with regard to exiting from the new Post Office parking lot onto Broadway , and <br /> City Manager advised that this channelization project , and adjustments in the <br /> signal timing , will ease the situation somewhat . It was the consensus that <br /> this intersection in rush hours presents some dangerous conditions , at times <br /> forcing traffic to back up into travelled lanes of Bayshore Freeway . Responding <br /> to question by Council with regard to a possible redesign of this intersection <br /> by the State , City Manager advised that Staff has been in contact with the <br /> Division of Highways concerning their intentions for resurveying this inter - <br /> section , as well as portion of Woodside Expressway from Five Points to Bayshore <br /> and were informed State has no present or future plans under consideration , <br /> and do not have funds for the purpose . <br /> Councilman inquired as to statistical evidence regarding accidents at this <br /> intersection , and City Manager indicated he would contact the Traffic Bureau <br /> for this data ( Memo 8/26/69 ) . Motion carried on roll call vote . <br /> Authorization to condemn certain parcels of property needed for right -of -way <br /> for public street improvements ( El Camino -Jefferson and El Camino -Brewster <br /> widening and channelization ) was discussed with regard to State ' s contribution <br /> of funds toward the one project at this time , El Camino - Jefferson improvements . <br /> City Manager reported that Cooperative Agreement submitted by the State for <br /> State ' s participation in this El Camino -Jefferson widening and channelization <br /> had been executed by the City and returned to the State , but that they now <br /> advise the contribution of $47 , 300 to be made by the State is now unavailable , <br /> and that the District Engineer was attempting to resolve this funding pro - <br /> gram . However , it was pointed out that approximately forty other projects <br /> in their jurisdiction to be financed out of " minor funds " account are in <br /> similar predicament . <br /> Discussion and questioning followed concerning possibility of funds not <br /> materializing from the State before receipt of bids for this project due <br /> September 17th andCity faced with the decision of determining whether possible <br /> to proceed independently or reject bids . Council questioned outcome if con - <br /> demnation action was held pending further determinations . City Attorney <br /> advised that these are routine authorizations for condemnation andce laying <br /> action would have no effect except to set back the project schedule should <br /> the State funds be allocated meanwhile . He recommended adoption of the resolutions <br /> authorizing condemnation for both these projects , unless they are to be terminated <br /> altogether , but noted that it would probably be advantageous to acquire the rights - <br /> of -way at this time , since property may enhance in value if acquisition delayed . <br /> Questioning held concerning possible obligations to prospective bidders on this <br /> one project in view of the decisions which seem to be pending .
