9 4 s.J <br /> drivers are violating the law on these streets under the present limits , and increasing <br /> the maximum would permit concentrating on the 15% exceeding the 35 MPH limit . He did <br /> not feel that increasing the limit would result in proportionately higher traffic speed . <br /> Council expressed concern over safety , and Police Chief reported that the accident level <br /> on the streets in question is low , Councilman Rosselli felt speed limit should not be <br /> changed , but that present limits should be strictly enforced , and that he would like the <br /> City to become known as having tough traffic laws . Councilman Petersen recalled when <br /> Farm Hill Boulevard was under consideration for extension a few years ago , one concern <br /> was acceleration of traffic . Currently, the residents on that street find it almost <br /> impossible to get out of their driveways , and there is an increased volume of traffic <br /> due to out of town students attending the college . He expressed concern for the many <br /> children on Farm Hill Boulevard , and believes speed limit should remain at 25 MPH , and <br /> that the limit should be enforced . Councilman Henderson questioned whether the ordinance <br /> was before Council for review or for action , and felt it whould not be acted upon at <br /> this meeting . <br /> Police Chief stated that if the proposed ordinance is not adopted , he would consider <br /> that an indication that Council wants enforcement of the 25 MPH limit , which he would <br /> be willing to do , but noted again that nine out of ten drivers would be issued citations . <br /> Mayor Bury commented he realized the difficulty is in enforcing the speed limit , but <br /> noted how some speeders react when they know they are approaching the limit lines of a <br /> city where the reputation is of strict enforcement . He recognized that the Police Chief <br /> is after an enforceable law , and suggested perhaps a lesser increase in the limit than <br /> the proposed . Police Chief stated he had attempted to furnish findings based on the <br /> established guidelines , and it is up to Council to make decision based on facts furnished ; <br /> the decision to go to another limit would be for Council to make . Relative to a question <br /> regarding the 25 MPH limit in school zones , he advised this State law would not be affected . <br /> Replying to a question by Councilman Arnett , Police Chief stated the two radar units <br /> spend approximately 90% of their time on the streets under consideration . Enforcement <br /> will be a continuing problem, and violations will not be eliminated . His men had become <br /> accustomed to enforcing only above 15 MPH tolerance level , and would welcome guidance <br /> from Council in this area , as he would prefer a maximum tolerance of 5 MPH . <br /> City Attorney requested an indication by Staff of which streets qualify as through streets <br /> and which qualify on basis of widely separated intersections , and was informed that <br /> Hopkins declared through street by Resolution No . 1890 ; Jefferson Avenue , Farm Hill <br /> Boulevard , Brewster and Whipple Avenues qualify as through streets , but are not so de - <br /> signated . Other than Whipple , intersections not widely spaced but do have T -intersections <br /> so in effect are through streets . <br /> Nit to TS <br />
