Louis Scherer , Planning Director Ken <br /> Schroeter , Chief Building Official Charles Gyselbrecht , Personnel Director Alfred <br /> Wiers , and Secretary Frances Ozzanto . <br /> Councilman Keckley moved to approve Minutes of Regular Meeting of November 7 , <br /> 1969 , as mailed , seconded by Councilman Rosselli and carried . <br /> REDWOOD SHORES <br /> Mayor Bury requested , in the interest of the best utilization of time , that <br /> Council defer questions until after the presentation by listed speakers . <br /> City Manager introduced the following : William Moore , Principal , Dames & Moore ; <br /> Richard Jahns , Dean , School of Earth Sciences , Stanford University , and member <br /> of Seismic Advisory Board ; Henry J . Degenkolb , Structural Engineer , and member of <br /> Seismic Advisory Board ; James Kuebelbeck , Economist , Daniel , Mann , Johnson & <br /> Mendenhall ; C . T . Blair , Vice President , Daniel , Mann , Johnson & Mendenhall ; James <br /> D . Reiter , Project Manager , Daniel , Mann , Johnson & Mendenhall ; Joe Hughes , of <br /> Orrick , Herrington , Rowley & Sutcliffe , Bond Counsel ; Herman Zelles , of Stone <br /> & Youngbert , Financial Consultants . <br /> Mr . Blair began the discussion , referring to a projected slide representing a Redwood <br /> Shores area and showing existing residential areas and other improvements completed <br /> or under construction . He reviewed the two studies prepared for the City five years <br /> ago : the Engineering and Economic Feasibility Study conducted by DMJM , and the Seismic <br /> Study prepared by a special seismic advisory board , two of whose members were present <br /> tonight , Dr . Jahns and Mr . Degenkolb . He noted also that Mr . Moore , nationally recog - <br /> nized as an expert in the field of soils engineering , had been involved with the pro - <br /> ject since its inception , and would speak with reference to the recently released <br /> U . S . Army Corps of Engineers report on dike and levy construction in GID 1 -64 . He <br /> noted that Mr . Kuebelbeck was present to discuss briefly the economic aspect of the <br /> district . Mr . Blair concluded with the statement that his firm believed the Council <br /> acting as the District ' s Board of Directors have done as much if not more in <br /> conducting studies and tests than any project with which he had been associated . <br /> He reaffirmed the findings in the studies . <br /> Mr . Moore stated he was in agreement with the principles and criteria of the Corps <br /> of Engineers ' report , and agreed that the level of safety in the Shores area should <br /> be equal to any other area of the County or Bay Area . Also , he noted that the Corps <br /> report ' s recommendations for further engineering study are consistent with the <br /> District ' s seismic study recommendations , and he sees no obstacles in completion <br /> of the project based on the Corps report . <br /> 0 W69 <br />
