Mr . Costello indicated his understanding of Council ' s desire to be fair to the property owners involved, but indicated a nonsuccess strip on Jefferson not in- volved with this proceeding , and again indicated why non-access strip might not be well advised on Jeffer- son as would depend on improvements to be made in the future . Councilman Petersen moved to close the public hearing, seconded by Council - man Weymouth . On question , discussion continued on the value of a non-access strip as assurance to the two property owners that they would not be assessed for future improvements on Jefferson Avenue , or if such action not possible at this point , should public hearing be continued . Mr . Costello advised there would be no problem involved in continuing public hearing; that Council free to pro - ceed on accepting the non-access strip , if so desired , but warned this would not preclude a future Council from assessing this property , if Jefferson Avenue improvements were of benefit . City Attorney advised inasmuch as two property owners had already indicated their willingness to grant a one -foot non-access strip on Jefferson Avenue , there being no other acquistion needed by the City in this District , he would recommend action required at this hearing be concluded , unless Council desired a continuance . Councilman Weymouth moved to adopt RESOLUTION NO . 5893 OF PUBLIC CONVENIENCE AND NECESSITY , BEL AIR WAY IMPROVEMENTS , seconded by Councilman Rosselli and carried on roll call vote , Councilman Keckley being noted absent . Councilman Rosselli moved to adopt RESOLUTION NO . 5894 , APPROVING PLANS , PROFILES , DETAILED DRAWINGS AND SPECIFICATIONS , AND DETERMINING LIQUIDATED DAMAGES , BEL AIR WAY IMPROVEMENTS , seconded by Councilman Arnett and carried on roll call vote , Councilman Keckley being noted absent . Councilman Arnett moved to adopt RESOLUTION NO , 5895 , RESOLUTION OF INTENTION TO CONSTRUCT CERTAIN PUBLIC IMPROVEMENTS , BEL AIR WAY IMPROVEMENTS , ( sets public hearing for March 17 , 1969 ) , seconded by Councilman Henderson and carried on roll call vote , Councilman Keckley being noted absent . Councilman Petersen moved to adopt RESOLUTION NO . 5896 FIXING MINIMUM WAGE SCALE , BEL AIR WAY IMPROVEMENTS , seconded by Councilman Rosselli and carried on roll call vote , Councilman Keckley being noted absent . Councilman Weymouth moved to adopt RESOLUTION NO , 5897 ORDERING CALL FOR BIDS , BEL AIR WAY IMPROVEMENTS , seconded by Councilman Petersen and carried on roll vote , Councilman Keckley being noted absent . Discussion again followed concerning non-access strip for two property owners and whether this should be obtained or whether City Council should indicate by a policy statement that they not be included in improvement costs on Jefferson Avenue . Mr . Costello recommended , subject to opinion of the City Attorney , that Council , by a simple motion , indicate , even though proceeding with this proposed Improvement District and not incorporating therein their desire and intent , that the two properties involved with double frontage , not be provided and assessed for double access , and property owners consider providing deed to City for one -foot non- access on Jefferson . Avenue , City Attorney advised this recommendation acceptable from the standpoint of City as felt option for no -access strip should be left open as it might prove 1o •ss
