Costello indicated his understanding of Council ' s <br /> desire to be fair to the property owners involved, <br /> but indicated a nonsuccess strip on Jefferson not in- <br /> volved with this proceeding , and again indicated why <br /> non-access strip might not be well advised on Jeffer- <br /> son as would depend on improvements to be made in the <br /> future . <br /> Councilman Petersen moved to close the public hearing, seconded by Council - <br /> man Weymouth . On question , discussion continued on the value of a non-access <br /> strip as assurance to the two property owners that they would not be assessed <br /> for future improvements on Jefferson Avenue , or if such action not possible <br /> at this point , should public hearing be continued . <br /> Mr . Costello advised there would be no problem involved <br /> in continuing public hearing; that Council free to pro - <br /> ceed on accepting the non-access strip , if so desired , <br /> but warned this would not preclude a future Council from <br /> assessing this property , if Jefferson Avenue improvements <br /> were of benefit . <br /> City Attorney advised inasmuch as two property owners had already indicated <br /> their willingness to grant a one -foot non-access strip on Jefferson Avenue , <br /> there being no other acquistion needed by the City in this District , he <br /> would recommend action required at this hearing be concluded , unless Council <br /> desired a continuance . Costello recommended , subject to opinion of the <br /> City Attorney , that Council , by a simple motion , <br /> indicate , even though proceeding with this proposed <br /> Improvement District and not incorporating therein <br /> their desire and intent , that the two properties <br /> involved with double frontage , not be provided and <br /> assessed for double access , and property owners <br /> consider providing deed to City for one -foot non- <br /> access on Jefferson . Avenue , <br /> City Attorney advised this recommendation acceptable from the standpoint of <br /> City as felt option for no -access strip should be left open as it might prove <br /> 1o •ss <br />
