REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 8, 2016 <br />SUBJECT <br />Acceptance of Improvements related to the Farm Hill Boulevard & Jefferson Avenue <br />Signing and Striping Project (Pilot Program remains in place) <br /> <br />RECOMMENDATION <br />By motion, accept the Farm Hill Boulevard & Jefferson Avenue Signing and Striping <br />Project, and authorize the release of bonds and retention according to City procedures <br /> <br />BACKGROUND <br /> <br />At its January 26, 2015 meeting, the City Council directed staff to: <br /> <br />· Advertise the Farm Hill Boulevard Street Improvement Pilot Project (Farm Hill <br />Boulevard & Jefferson Avenue Signing and Striping Project) for construction, and <br />· Develop an evaluation plan for the Farm Hill Boulevard Street Improvement Pilot <br />Project. <br /> <br />The pilot project reconfigured the travel lanes on Farm Hill Boulevard and Jefferson <br />Avenue, from the City’s western limit (just below Cañada College) to Alameda de las <br />Pulgas. The overall objective is to improve livability and increase safety for the <br />surrounding community. More details about the project background and design are on <br />the project website at: www.redwoodcity.org\farmhill. <br /> <br />The subject Council action will have no impact on the status of the pilot program. <br />Council action would confirm that the work was completed as outlined in the agreement <br />with the contractor, and allow for the release of bonds and retention related to the <br />striping work that was completed. As described in this report, evaluation of the pilot is <br />ongoing, and the public will have additional opportunities to comment on the striping <br />changes prior to a final decision being made. <br /> <br />ANALYSIS <br />On June 22, 2015, Council approved the evaluation plan for the Farm Hill Boulevard <br />Street Improvement Pilot Project and awarded the contract for the Farm Hill Boulevard <br />& Jefferson Avenue Signing and Striping Project to Bayside Stripe & Seal of Petaluma. <br />The project was awarded for a base bid of $161,816.60. The project was successfully <br />completed in accordance with City specifications. Two contract change orders totaling <br />($16,181.40) were issued for additional work and final quantity adjustments. The final <br />contract amount is $177,998.00, which is approximately 10% above the initial contract <br />6.2.A. - Page 1
