REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 8, 2016 <br /> <br />SUBJECT <br />Create a Residential Parking Permit Area in the Stambaugh-Heller Neighborhood <br /> <br />RECOMMENDATION <br />Adopt a resolution to establish a Residential Permit Parking (RPP) Area "A" in the <br />Stambaugh-Heller neighborhood, located in the area generally bounded by Middlefield <br />Road, Chestnut Street, Spring Street and Maple Street <br /> <br />BACKGROUND <br />Redwood City’s Residential Permit Parking (RPP) program, established in 1985, is <br />codified in Chapter 20, Article 7, Division 11 of the Municipal Code. RPP programs are <br />typically established to discourage long-term parking by people who do not live in the <br />residential neighborhood. RPP programs may also limit the number of resident vehicles <br />parking on-street. <br /> <br />The City currently has two RPP areas: <br />· Area S which surrounds Sequoia High School, and <br />· Area C which surrounds Sequoia Hospital. <br /> <br />City staff and the Complete Streets Advisory Committee (“CSAC”) are in the process of <br />updating the residential parking permit policy. The updated policy will establish the <br />processes and procedures for creating, maintaining, and potentially removing residential <br />parking areas. The CSAC reviewed a draft of the policy at its March 8, 2016 meeting. <br />Following refinements to the policy, a revised draft will be presented to the CSAC at <br />their August 10th meeting. The City Council will consider the recommended policy <br />updates and other recommendations regarding neighborhood parking challenges at the <br />September 12, 2016 City Council meeting. <br /> <br />Given the commitment of neighborhood residents over the past 15 months, staff is <br />recommending that the Council adopt the Stambaugh-Heller RPP request ahead of the <br />larger RPP discussion this fall. The current RPP process, as well the results of the <br />Stambaugh-Heller process, is described in this report. <br /> <br /> <br /> <br /> <br />6.3.A. - Page 1
