Page 1 of 3 <br /> <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br /> <br />August 8, 2016 <br /> <br /> <br />SUBJECT <br />Approval of Naming of City-Owned Land and Facilities Policy, Monument Policy, and <br />Donation, Sponsorship and City-Related Foundations Grant Policy <br /> <br />RECOMMENDATION <br />Adoption of Resolution approving the Naming of City-Owned Land and Facilities Policy, <br />Monument Policy, and Donation, Sponsorship, and City-Related Foundations Grant Policy <br /> <br /> <br />BACKGROUND <br />At various times, individuals or groups have approached the City seeking to name parks, <br />facilities or amenities in honor of an individual or group. The City of Redwood City has lacked <br />a formal policy to guide staff and the City Council in the naming of City facilities and capital <br />projects, including: civic facilities, facility additions, parks, and City amenities. Historically, City <br />facilities have been named in honor of public officials, citizens who have made significant <br />contributions to the City, or in association with geographic locations, however, without the <br />benefit of a City Council-approved policy to guide the naming process. <br /> <br />Additionally, there is an increasing trend for cities to seek endowments or significant gifts from <br />private donors to create new or enhance existing parks, libraries, other city facilities and/or <br />amenities. Likewise, the City lacks a policy to accept such gifts and donations, to recognize <br />donors or guide the placement of memorials. Lastly, there is an absence of a policy for the <br />acceptance of monuments. <br /> <br />The City Council’s former Naming Policy Committee (“Committee”), which was recently sun- <br />setted as the recommended policies were finalized, was charged with developing a City-wide <br />policy to provide direction on such matters. The Committee’s work is now memorialized in <br />the three recommended policies. The Naming of City-Owned Land and Facilities policy <br />requires screening of proposals, recommendations, and selection of a name for any current or <br />future sites that may be appropriate for naming. Additionally, the Donation, Sponsorship, and <br />City-Related Foundations Grant policy guides the solicitation and acceptance of gifts and <br />donations and recognition of donors. Finally, the Monument Policy governs the screening and <br />acceptance of monument proposals. The attached policies are intended to create a process <br />that can be applied in a fair, objective and consistent manner, while providing an opportunity <br />for additional financial support to benefit the community. <br /> <br /> <br /> <br />8.B. - Page 1
