- 3 - <br />accordance with the criteria in Section 3.3 of this policy. City Council <br />approval is required if a proposed donation, sponsorship or City-related <br />foundation grant is greater than $60,000. Where City Council approval is <br />required, the City Manager will submit a report with his or her <br />recommendation for acceptance for City Council consideration. In this <br />instance, the Clerk shall notify the proposer of the date for Council <br />consideration and/or for the subsequent action by City Council. <br />3.3. In reviewing a proposed donation, sponsorship or City-related foundation <br />grant (“proposal”) for acceptance, the City Council or City Manager as <br />appropriate, shall review the proposal based upon the criteria set forth in <br />this policy, including the following: <br />a. The proposal advances key City priorities; <br />b. The proposal supports the City’s ability to increase revenue and <br />partnerships; <br />c. The proposal provides a significant enhancement to the City, <br />enhances or reduces costs the City would incur in the absence of <br />its acceptance, or otherwise benefits the City; <br />d. The proposal directly enhances the City’s ability to provide goods or <br />services to the public or for another valid public purpose; <br />e. Whether the donation is unrestricted or restricted as the City <br />prefers unrestricted donations; and <br />f. Whether the benefits of restrictive donations of real property <br />warrant the acceptance of the donation. <br />3.4. Accepted donations shall be acknowledged in the form of a thank you <br />letter on behalf of the City from the City Staff responsible for accepting the <br />donation. <br />3.5. Unaccepted donations will be returned to the donor, and declined in the <br />form of a letter from the appropriate City Staff. <br />3.6. At the request of the donor, a recognition plaque or marker may be <br />installed as part of a donation so long as the donation has a monetary <br />value (including costs of plaque or marker and installation costs) greater <br />than or equal to $5,000. The minimum value of donations eligible for a <br />recognition plaque or marker shall be increased annually to reflect inflation <br />as measured by changes in the San Francisco Area Consumer Price <br />Index for All Urban Consumers (CPI-U). <br />8.B. - Page 16
