REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 8, 2016 <br /> <br />SUBJECT <br />Professional Services Agreement with Moore, Iacofano, Goltsman Inc. for <br />environmental consulting services for the 851 Main Street Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement for <br />environmental consulting services with Moore, Iacofano, Goltsman Inc. for the <br />preparation of a Supplemental Environmental Impact Report in accordance with the <br />California Envionmental Quality Act for the 851 Main Street Project <br /> <br />BACKGROUND <br />Walnut Street Partners, LLC submitted an application for the construction of a mixed- <br />use building at 851 Main Street, located within the boundaries of the Downtown Precise <br />Plan (DTPP) area. The project consists of: <br /> <br />Proposed Demolition: <br />· Partial demolition of an existing commercial building at 847-851 Main Street, a <br />designated historic resource that is deemed to be preserved under the DTPP. <br />· Full demolition of a commercial building at 855-857 Main Street. <br />· Full demolition of a warehouse at 852-860 Walnut Street. <br /> <br />Proposed Construction: <br />· 86,910 square feet of office and 6,910 square feet of retail with a maximum <br />height of 35 feet along Main Street and 59 feet along Walnut Street. <br />· Two levels of underground parking consisting of 215 parking stalls. <br />· Parking in-lieu payment for 46 parking stalls. <br /> <br />The DTPP allows up to 500,000 square feet of net new office space. As proposed, the <br />project would exceed the DTPP’s maximum allowable office development by <br />approximately 86,910 square feet. In order for this project to be approved, the City <br />Council would first need to certify a Supplemental Environmental Impact Report and <br />approve a General Plan Amendment, Downtown Precise Plan Amendment, Downtown <br />Planned Community Permit and Tentative Parcel Map. <br /> <br />Prior to final consideration of any of these entitlements, however, the Planning <br />Commission or City Council must initiate the General Plan Amendment process.
