initiated prior to final consideration of any entitlement and associated environmental <br />document. <br /> <br />As stated above, the applicant has proposed a project that exceeds the Office MAD cap <br />by approximately 86,910 square feet. This proposal would require additional <br />environmental analysis. The scope, costs, and timeline for this analysis are described in <br />the agreement proposed for the City’s environmental consultant. <br /> <br />Selection of Environmental Consultant: The City has a list of on-call environmental <br />consultants to provide services such as the preparation of Initial Study Checklists, <br />Mitigated Negative Declarations and EIRs. Based on its extensive background in <br />preparing environmental analyses for major development projects within the DTPP, <br />including preparing the EIR for the current DTPP prior to its 2011 adoption, staff <br />requested one firm from the on-call list, Moore, Iacofano, Goltsman Inc. (“Consultant”), <br />to prepare a scope of work to prepare a Supplemental EIR. The Consultant’s proposed <br />budget, including sub-consultant work, is $122,098. The proposed scope of work in <br />provided in Exhibit A of the Agreement (Attachment 1). <br /> <br />ALTERNATIVES <br />1. Do not authorize execution of the agreement with Moore, Iacofano, Goltsman <br />Inc. and direct staff to seek additional consultant proposals. <br /> <br />2. Authorize execution of the agreement with Moore, Iacofano, Goltsman Inc. and <br />modify the agreement. <br /> <br />FISCAL IMPACT <br />None. Pursuant to the City’s Cost Recovery Program, the applicant will pay for all costs <br />associated with the Supplemental EIR. <br /> <br />ENVIRONMENTAL REVIEW <br />The proposed activity is not a project as defined in the California Environmental Quality <br />Act (CEQA) or the CEQA Guidelines.
