REPORT
To the Honorable Mayor and City Council
From the City Manager

August 8, 2016

SUBJECT
Amendment No. 3 to the Professional Services Agreement with Environmental Science
Associates for Preparation of an Environmental Impact Report for the Inner Harbor
Specific Plan

RECOMMENDATION
By motion, approve and authorize City Manager to execute the Third Amendment for
Professional Services with Environmental Science Associates in the amount of
$141,140 (for a total of $653,475) for Preparation of an Environmental Impact Report for
the Inner Harbor Specific Plan

BACKGROUND
Creation of a plan for development in the Inner Harbor (generally the area between
Highway 101 and Seaport Industrial Area and Redwood Creek and the Union Pacific rail
spur to the Port) is recommended in the City’s General Plan. In the fall of 2012, staff
recommended initiating a public process to identify the community’s vision of
development of this important connection of the City to the Bay. A fifteen-member Task
Force was selected to work with staff, consultants, and the community, with the goal of
presenting a recommendation for the Inner Harbor. The Task Force recommendations
were presented on May 12, 2014 at a joint meeting of the Planning Commission and
City Council.

Staff solicited a proposal for preparation of an Environmental Impact Report from three
consulting firms in the Bay Area. Staff selected Environmental Science Associates
(ESA) because of their technical experience in evaluating the impacts of sea level rise
and preparing documents dealing with the complexities of Bay side development. A
traditional RFP process was not implemented because, after talking with the other firms,
staff believed that ESA possessed the internal resources and expertise in sea level rise
analysis required to meet the schedule for implementation of a Specific Plan and
provide the technical support for the Task Force analysis.

Similar to the process for beginning the planning process, staff initiated an agreement
so that ESA could begin the technical studies and reports that are essential to the
education of the Task Force and which formed the basis of analysis for the EIR. That
agreement was for $59,995 and was executed in August 2013. Amendment Number 1,
approved by City Council on November 18, 2013 and executed by staff on November
22, 2013 extended the scope to prepare all of the documents and studies required for
6.1.C. - Page 1
