considered as an alternative in the IHSP Draft EIR. Council members provided <br />individual comments regarding the IHSP and the Draft EIR. Staff preparation of the <br />Final Environmental Impact Report (Final EIR) is ongoing. <br /> <br />The extended public review period and the numerous comments received, in addition to <br />additional technical environmental analysis and public engagement requires a third <br />amendment to the ESA agreement. This amendment includes out of budget tasks <br />already performed by ESA during Fiscal Year 2015-2016 in the amount of $44,373. <br />Tasks in Fiscal Year 2016-2017 include preparation of Draft EIR responses, additional <br />cultural resources review on the water tank adjacent to Docktown, and anticipated <br />transportation and traffic analysis performed by Fehr & Peers, a sub-consultant to ESA. <br />The Final EIR will be prepared and completed in November 2016. The cost for these <br />activities is $96,767, which includes a $15,000 contingency for unanticipated work. The <br />total amendment request is $141,140. <br /> <br />The HVP project applicant will be responsible for a portion of this amendment. For <br />example, ESA has held technical meetings with the HVP applicant team and their sub- <br />consultants. In addition, some comments received during the Draft EIR public review <br />period are directly applicable to the HVP project. Costs associated with these activities <br />would be reimbursed by the HVP applicant. ESA estimates that approximately $33,000 <br />of the $141,140amendment would be attributed to the HVP project. The applicant is <br />also responsible for approximately $100,000 of the previous work completed as well. <br /> <br />ESA’s total scope of work and budget for preparation of the Draft and Final EIRs <br />$653,475. This includes the original $59,995 agreement, $316,860 for Amendment <br />Number 1, $135,480 for Amendment Number 2, and $141,140 for the additional scope <br />described in this report. Approximately $133,000 of this amount will be paid for by the <br />Harbor View Place applicant. <br /> <br />The Council held a study session related to the Inner Harbor Specific Plan and Draft <br />EIR in May 2016 and provided individual comments and feedback. The next step in the <br />process in Planning Commission review of the Draft Specific Plan and EIR. The <br />Planning Commission’s first review (multiple meetings are planned) is tentatively <br />scheduled for August 30, 2016. <br /> <br />ALTERNATIVES <br />Council could reject the recommendation and direct staff to return with an alternative <br />solution. <br /> <br />FISCAL IMPACT <br />Funding for the activities covered in this amendment is available in the FY 2015-16 <br />adopted budget, as amended by the FY 2015-16 mid-year budget request. Staff may <br />request a FY 2016-17 mid-year amendment for any costs not covered by previous <br />budget requests or applicant contributions. Costs associated with the project level <br />alternative will be reimbursed by the applicant. <br />6.1.C. - Page 3
