Ms. Thomas stated that as long as a person is getting $1.00 of SSI funds, <br /> they are eligible for medical coverage. She said that medical guidelines <br /> for San Mateo County stipulate that persons can only go to one doctor and <br /> they have no choice in the selection of that doctor. <br /> She mentioned that work incentives are a big issue now. If a person is <br /> disabled and has to go into a convalescent facility for 90 days or less and <br /> has a letter from their doctor stating they will be there for only 90 days, <br /> then SSI money stays in tact and they will continue to receive it. It also <br /> allows them to maintain their residence. Ms. Thomas explained that due to <br /> the tremendous increase in HIV/AIDS and drug and alcohol cases, these <br /> cases receive automatic approval for SSI benefits. <br /> The Commissioners received an information booklet explained in detail about <br /> SSI benefits, the application process, the disability process, children's <br /> benefits and the Zebley court decision, which is related to children's <br /> disabilities. Ms. Thomas said that Social Security issues a newsletter <br /> each month to keep the public apprised of changes to its programs. <br /> ITEM 2 - Self-Evaluation Committee <br /> Superintendent Hartman will invite Debbie Jones-Thomas to speak on this <br /> subject at the February meeting. <br /> ITEM 3 - TRANSPORTATION <br /> Chairperson Anthony stated that a draft report of the Americans with <br /> Disabilities Act-Paratransit Plan from SamTrans is now available and a copy <br /> will be sent to each Commissioner. Highlights of the draft include the <br /> following changes for 1992: SamTrans will have 5 years to come into <br /> compliance with ADA; SamTrans will also revise PCC trip priorities and <br /> begin weekend services; SamTrans will initiate a taxi pilot program in <br /> North San Mateo County; and elimination of trip purpose priorities in <br /> certain areas. The report states that in 1993 SamTrans will initiate taxi <br /> service throughout the County. Copies of the objectives will be <br /> distributed to the Commissioners. <br /> ITEM 4 - By Laws <br /> Superintendent Hartman mentioned that a Commissioner's Handbook is being <br /> developed by the department and Chairperson Anthony said he would like to <br /> review the manual to determine if anything else needs to be included. A <br /> committee consisting of Chairperson Anthony, Commissioners Lloyd and <br /> Truscelli was formed to review the draft of the handbook. Chairperson <br /> Anthony recommended that the Commission follow Roberts Rules of Order <br /> during its meetings. <br /> ROUNDTABLE <br /> Items for the February meeting include: <br /> 1) Self Evaluation Committee Report <br /> OR National Health/Long Term Care - Ann Brenner <br /> 2) Transportation <br /> 3) By-Laws Report <br /> The regular meeting of the Senior Affairs Commission was adjourned at <br /> 10:30am to be reconvened at 9:00am on Wednesday, February 12, 1992 at the <br /> Fair Oaks Senior Center, 2600 Middlefield Road, Redwood City, California. <br />
