ITEM 3 - Plan for Proposed Study Session
Chairperson Anthony announced that on June 17 there will be a meeting at
Superintendent Hartman's office to discuss plans for the study session. He
and Commissioner Lloyd, Supervisor Kucala, Executive Director Bransford and
Superintendent Hartman would be attending the meeting. He asked if any of
the Commissioners had any ideas to be discussed at the meeting to please
contact him.
ITEM 4 - Transportation
Commissioner Jordan said SamTrans has awarded the contract for paratransit
services to Mayflower. He mentioned Mayflower will be paid on the number
of vehicles they have operating per hour rather than the number of
occupants they are able to transport. He suggested the Commission monitor
the service Mayflower provides and report any problems/issues. Supervisor
Kucala asked whether there is an evaluation process for the riders under
this new system.
Chairperson Anthony felt an alternative would be for people to volunteer to
drive others but the major issue is still liability. He felt the
Commission should pursue getting a law passed exempting seniors from the
liability of driving others. Commissioner Lloyd suggested sending a letter
to Insurance Commissioner John Garamendi asking for his assistance in this
matter. The issue could also be brought up to the Commission on Aging and
the City Council.
Executive Director Bransford said she was concerned about the cost of
insurance for the bus at the Fair Oaks Senior Center and contacted the Area
Agency on Aging. The Area Agency on Aging contacted their Risk Management
Department and there is a possibility the County can cover the bus under an
umbrella policy at a cost of $600.00 per year.
Roundtable
-Chairperson Anthony said he spoke with Executive Director Bransford about
the funding shortfall of the Fair Oaks Senior Center and ways to help with
the problem. Executive Director Bransford said San Mateo County is trying
to cut back on the funding provided to the entire Fair Oaks Community
Center and a petition is being circulated to request that funding be
continued to the Center. If the County reduces its funding levels, then
the City would have to charge rent to all agencies and the Center would be
forced to close at 5:00pm each evening which means the Center would not be
available in the evenings. She said during the week of May 24, all daily
acitivties at the Center were documented and this information will be
provided to the Board of Supervisors to show what goes on at the Center.
Chairperson Anthony suggested approaching Supervisor Mike Nevin who is the
new senior representative on the San Mateo County Board of Supervisors to
get his assistance in this matter. Ms. Bransford said TEWCI requested a
$grant of $44,000 from the City, but due to the City's budget problem only
39,000 was approved.
Supervisor Kucala said the Fair Oaks Senior Center shortfall was discussed
with the Senior Advisory Council and the Council was interested in helping
the Center set up some fund raising activities such as bingo. Maria
Bransford said she appreciated the efforts of the Senior Advisory Council
but the TEWCI Board of Directors was not in favor of starting a bingo
program. She said the Board will be having a corporate planning meeting
