location of each employee's death, and only if each of the following <br /> conditions exists: <br /> a. The property owner adjacent to the location of the proposed <br /> memorial plaque has been consulted on the placement of the <br /> memorial. In the event the property owner does not agree to the <br /> proposed location, the City will attempt to locate a nearby alternative <br /> location; <br /> b. The memorial plaque must be flat and level with the sidewalk, and <br /> placed behind the curb; and <br /> c. The memorial plaque does not interfere with the public use of the <br /> sidewalk or right-of-way area. <br /> 7. WALL OF HONOR <br /> 7.1. The City may construct a "Wall of Honor" to memorialize the names of <br /> distinguished community leaders who have made substantial contributions <br /> to the City, under the following conditions: <br /> a. The location of the "Wall of Honor" and the format of names and <br /> inscriptions shall be established by the City Council. <br /> b. Persons nominated for the"Wall of Honor"shall have been dedicated <br /> community leaders who have contributed significantly to the quality <br /> of life offered by the City and who have realized the vision expressed <br /> in the original General Plan. The honoree must have had a significant <br /> presence in the community throughout a substantial portion of <br /> his/her life and should have made notable impacts on sustaining the <br /> quality of life of the residents of the City. <br /> c. Nominees must have been deceased for at least five years and not <br /> previously honored by the City in another capacity, such as by having <br /> a building, facility, or other memorial named in their honor. <br /> d. The number of,names on the "Wall of Honor" shall not exceed the <br /> number of years the City has been incorporated, in an effort to <br /> maintain the significance of being honored thereon. <br /> e. Only a current member of the City Council may nominate a citizen to <br /> be included on the "Wall of Honor." The determination of the names <br /> to be included on the "Wall of Honor" shall be made solely by the City <br /> Council. <br /> - 5 - <br />
