location of each employee's death, and only if each of the following conditions exists: a. The property owner adjacent to the location of the proposed memorial plaque has been consulted on the placement of the memorial. In the event the property owner does not agree to the proposed location, the City will attempt to locate a nearby alternative location; b. The memorial plaque must be flat and level with the sidewalk, and placed behind the curb; and c. The memorial plaque does not interfere with the public use of the sidewalk or right-of-way area. 7. WALL OF HONOR 7.1. The City may construct a "Wall of Honor" to memorialize the names of distinguished community leaders who have made substantial contributions to the City, under the following conditions: a. The location of the "Wall of Honor" and the format of names and inscriptions shall be established by the City Council. b. Persons nominated for the"Wall of Honor"shall have been dedicated community leaders who have contributed significantly to the quality of life offered by the City and who have realized the vision expressed in the original General Plan. The honoree must have had a significant presence in the community throughout a substantial portion of his/her life and should have made notable impacts on sustaining the quality of life of the residents of the City. c. Nominees must have been deceased for at least five years and not previously honored by the City in another capacity, such as by having a building, facility, or other memorial named in their honor. d. The number of,names on the "Wall of Honor" shall not exceed the number of years the City has been incorporated, in an effort to maintain the significance of being honored thereon. e. Only a current member of the City Council may nominate a citizen to be included on the "Wall of Honor." The determination of the names to be included on the "Wall of Honor" shall be made solely by the City Council. - 5 -
