Section 4 . This ordinance is declared by the Council of <br /> the City of Redwood City to be necessary as an emergency measure <br /> for the immediate preservation of the public peace , health , and <br /> safety , in that the water storage facilities in the Emerald Lake <br /> area are presently deficient , and will not be of sufficient <br /> quantity to meet the standards required for emergency use and <br /> normal water storage until distribution reservoirs are constructed . <br /> For the reasons above stated , this ordinance shall be effective <br /> from and after its final adoption . <br />
