1i. 5 <br /> The City Attorney then presented the claim of Mrs . Thelma S . Hopping for $5 , 000 for personal injuries, <br /> and following the recommendation of Ross & Ross , representing the Insurance Company , suggested <br /> that the Council reject the claim , which was done on motion of Councilman Fletcher , seconded by <br /> Councilman McNulty. <br /> The City Manager , in a written communication , reported on the request to furnish wholesale water <br /> service to consumers in the White Oaks District within the corporate limits of San Carlos and <br /> suggested estimated rates which it would be necessary to charge . In connection with the subject <br /> matter of his report , the Clerk read a letter from the California Water Service Company of San <br /> Francisco , at present serving in a private capacity the water consumers in this White Oaks Dis- <br /> trict , in which this company petitioned the City to deny the application for this special water <br /> service . After due consideration and discussion , on motion of Councilman Fletcher , seconded by <br /> Councilman McCarthy , the City Manager was instructed to go ahead with the project , to arrange <br /> proper agreement and guarantee on the part of the applicant , and to furnish service when ready. <br /> A resolution was read from the members of the First Baptist Church of Redwood City in which the <br /> Council was asked to take whatever steps were necessary and proper toward closing as many <br /> places of business as possible on Sunday. Resolution filed. <br /> Mayor Lambert appointed H . A . Beeger as Trustee for the Pulgas Mosquito Abatement District for the <br /> term beginning February 13 , and the appointment was ratified by the members of the Council . <br /> D . L . Walter appeared before the Council asking if something could be done toward waiving entirely , <br /> or reducing the penalties for non-payment of taxes . The matter was referred to the Manager to <br /> report back at the next meeting as to what other cities are doing. <br /> James T . O ' Keefe , representing certain property owners and petitioners , whose petition he filed, <br /> appeared to protest the granting of a permit for an auto wrecking business on Maple Street . <br /> As the proprietor had not made formal application for this permit , no action was taken. <br /> Report was made concerning the soft baseball diamond , and the City Manager estimated the cost to <br /> run between $800 and $900 complete with illumination. On motion of Councilman Fletcher , secon- <br /> ded by Councilman Christensen , he was authorized to go ahead to make the necessary fill to <br /> prepare the ground and also to install the lighting fixtures in due course , the cost of im- <br /> provement to be charged against the Unbudgeted Reserve . <br /> Mr . L . W. Carroll , representing Foster & Kleiser , San Francisco , asked permission to install certain <br /> panels along the Bayshore Highway and also to reconstruct others on the El Camino Real . After <br /> considerable discussion , it was moved by Councilman Jones and seconded by Councilman Fletcher , <br /> that the company be permitted to erect three double sets , six panels in all , on the bay side of <br /> the Bayshore Highway at the points indicated on the sketch submitted , Councilmen McCarthy and <br /> McNulty voting "No " . In regard to the panels at the Highway and Pine and Lathrop and also at <br /> the Highway and Lincoln , Councilman Fletcher , seconded by Councilman Christensen moved that the <br /> company be allowed to rebuild these panels and also to construct at the same time new panels , <br /> two panels at each location. Councilman McCarthy proposed an amendment to the motion that the <br /> company be allowed to reconstruct the old ones but not to build any new panels . This motion was <br /> seconded by Councilman McNulty. On vote , however , the motion to amend was lost . On bringing <br /> up the original motion for vote , this motion was also lost . <br /> Mr . Ole Ellison requested the Council to make some agreement with him by which he would be permitted <br /> to construct a ways at the Redwood City Harbor for the purpose of repairing the boats . The <br /> Council thought favorably of it and on motion of Councilman McCarthy , seconded by Councilman <br /> Fletcher , the matter was referred to the Manager , the Engineer and the Attorney to work up a <br /> proper agreement with Mr. Ellison. <br />
