121 <br /> tions , and that the City Manager cause to be erected at some suitable place a sign <br /> indicatin;s; the danger of excessive speed, and asking the cooperation of motorists . <br /> Councilman Fletcher , seconded by Councilman McCarthy , Proposed the adoption of the following <br /> resolution which was unanimously carried: <br /> RESOLVED , that the Council of the City of Redwood City <br /> memoralize the Legislature of California to oppose and reject any <br /> increase in the gross premium tax levied ostensibly upon life insur- <br /> ance companies , but which is in fact actually borne by the policy- <br /> holders , because any gross premiums tax is a tax upon thrift and <br /> falls upon those least able to pay , and any such tax penalizes those <br /> who are endeavoring through meager resources to provide for their <br /> dependents and old age . <br /> Councilman McCarthy , seconded by Councilman Jones , offered and moved for adoption the following <br /> resolution which was unanimously carried: <br /> WHEREAS , according to our information and belief , a number <br /> of bills , authorizing the issuance and sale of revenue bonds for <br /> certain kinds of public improvements , have been sent out from Washington <br /> and introduced in the California Legislature in response to suggestions <br /> of President Roosevelt , and <br /> WEEMS , it is our opinion that the enactment of such measures <br /> are desirable for financing revenue-producing; improvements under the <br /> National Industrial Recovery Act , and sneeding up the return of pros- <br /> perity , now therefore be it <br /> RESOLVED , that Governor Merriam and our Senator and Assemblyman <br /> in the Legislature be , and they are hereby requested to support and vote <br /> for said bills , and do everything in their p_ ower to secure their early <br /> enactment into law. <br /> RESOLVED , that the City Clerk be , and he is hereby directed , <br /> to forward certified copies of these resolutions immediately to Governor <br /> Merriam and our Senator and Assemblyman at Sacramento . <br /> The City Attorney presented a resolution as the first step toward weed abatement in the City , <br /> explaining that later an ordinance would be passed to put it into effect . On motion of <br /> Councilman Fletcher , seconded by Councilman McCarthy , the resolution was adopted, with <br /> Councilman Jones , voting "Noll . <br /> In view of the call of the Supervisors for a meeting , Friday night , April 5 , to sound out the <br /> sentiment of the community toward the calling of an election which would provide for ad- <br /> ditional facilities for county offices , it ras decided on motion of Councilman McCarthy , <br /> seconded by Councilman Eva , that the Mayor attend and service as spokesman for the City , <br /> indicating that the City favored the call of such an election. The other members were also <br /> requested to be present . <br /> Councilman Eva asked if it would not be a good idea to have advance copies of proposed <br /> ordinances and resolutions in the hands of the Council prior to meetings and he was <br /> assured by the City Attorney that it would be possible to do this . <br /> The departmental reports were ordered filed. <br /> The approved claims were ordered paid on motion of Councilman McNulty , seconded by Councilman <br /> Jones . <br /> Adjournment . <br /> 4 <br /> i <br /> I CITY CLERK - LI <br /> BEM: : <br />
