Councilman Fletcher , seconded by Councilman McCarthy , Proposed the adoption of the following resolution which was unanimously carried: RESOLVED , that the Council of the City of Redwood City memoralize the Legislature of California to oppose and reject any increase in the gross premium tax levied ostensibly upon life insur- ance companies , but which is in fact actually borne by the policy- holders , because any gross premiums tax is a tax upon thrift and falls upon those least able to pay , and any such tax penalizes those who are endeavoring through meager resources to provide for their dependents and old age . Councilman McCarthy , seconded by Councilman Jones , offered and moved for adoption the following resolution which was unanimously carried: WHEREAS , according to our information and belief , a number of bills , authorizing the issuance and sale of revenue bonds for certain kinds of public improvements , have been sent out from Washington and introduced in the California Legislature in response to suggestions of President Roosevelt , and WEEMS , it is our opinion that the enactment of such measures are desirable for financing revenue-producing; improvements under the National Industrial Recovery Act , and sneeding up the return of pros- perity , now therefore be it RESOLVED , that Governor Merriam and our Senator and Assemblyman in the Legislature be , and they are hereby requested to support and vote for said bills , and do everything in their p_ ower to secure their early enactment into law. RESOLVED , that the City Clerk be , and he is hereby directed , to forward certified copies of these resolutions immediately to Governor Merriam and our Senator and Assemblyman at Sacramento . The City Attorney presented a resolution as the first step toward weed abatement in the City , explaining that later an ordinance would be passed to put it into effect . On motion of Councilman Fletcher , seconded by Councilman McCarthy , the resolution was adopted, with Councilman Jones , voting "Noll . In view of the call of the Supervisors for a meeting , Friday night , April 5 , to sound out the sentiment of the community toward the calling of an election which would provide for ad- ditional facilities for county offices , it ras decided on motion of Councilman McCarthy , seconded by Councilman Eva , that the Mayor attend and service as spokesman for the City , indicating that the City favored the call of such an election. The other members were also requested to be present . Councilman Eva asked if it would not be a good idea to have advance copies of proposed ordinances and resolutions in the hands of the Council prior to meetings and he was assured by the City Attorney that it would be possible to do this .
