166 <br /> WHEREAS the Board of Harbor Commissioners has no plan whatever <br /> for said port district to undertake the development of the port at Redwood <br /> City , and <br /> WHEREAS Redwood City as a municipality desires and intends to <br /> undertake immediately the development of such port project while there is <br /> an opportunity to obtain the assistance of the United States Government , <br /> and <br /> WHEREAS the harbor at Redwood City has been an existing govern- <br /> mental project since 1582 , and has received additional endorsement and <br /> appropriations under Rivers and Harbors Acts of 1884 , 1886 , 1888 , 1890 , <br /> 1902 , 1910 , 1916 , 1930 and 1934, <br /> NOW , THEREFORE , BE IT RESOLVED that the City Council of the City <br /> of Redwood City hereby assumes sponsorship for the development of said port <br /> and undertakes to furnish free of cost to the United States all necessary <br /> rights of way and suitable areas for the disposal of dredged material during <br /> initial construction thereof and for future maintenance as and when needed , <br /> and agrees , subject to approval of a bond issue by the electors of the City <br /> of Redwood City , to furnish one-half of the cost of dredging estimated as <br /> $94 , 000 , and assures the Secretary of War that the City of Redwood City will , <br /> out of the proceeds of such bond issue , construct suitable modern port faci- <br /> lities for deep-draft ocean vessels with a wharf frontage of such length as <br /> may be required by the Secretary of War; and <br /> FURTHER BE IT RESOLVED that Charles G. Lambert , Mayor , and Charles <br /> L . Dimmitt , Acting City Manager of the City of Redwood City , be and they are <br /> hereby authorized on behalf of the City of Redwood City to apply to the Chief <br /> of Engineers of the United States Army for its consent to the City of Redwood <br /> City undertaking the sponsorship for the development of said harbor and port <br /> facilities in the place of said San Mateo County Harbor District , and that <br /> said Mayor and Acting City Manager be authorized to transmit to said Chief <br /> of Engineers of the United States Army , through the district office thereof <br /> at San Francisco , an application therefor and to take such other proceedings <br /> as may be appropriate to achieve the purpose of this resolution. <br /> The Acting City Manager was also instructed to ask the State Engineer of P . W . A. if he <br /> thought it likely that the City of Redwood City would be given permission to sponsor <br /> the harbor project originally under the San Mateo County Harbor district . <br /> Dr . D . F . Brown and Mr . Collins , his architect , presented plans for the new Medico-Dental <br /> building at the corner of Broadway and Clinton Street , and the Council unofficially <br /> approved them and referred him to the Building Inspector . <br /> Major Edmonds , for the United Veterans ' Council , requested the City to act as sponsor for <br /> a W . P . A. project , with the understanding that there would be no expense to the City , <br /> for repair and alterations of the Veterans ' Hall at Mezes Plaza, the work to be done <br /> under the supervision of the City Engineer . He also explained that the County had <br /> passed a resolution appropriating $1 , 200 toward the expense of the project . With these <br /> facts in mind , it was decided , on motion of Councilman Fletcher , seconded by Councilman <br /> McCarthy , to sponsor the project . <br /> Wayne Millington appeared on behalf of the American Red Cross and asked the Council to make <br /> subscription. On motion of Councilman Fletcher , seconded by Councilman Eva , it was <br /> decided to do so in the sum of $75 . <br /> Fire Chief Ryan reported that to string twenty streamers to the block , with 40 electric lights <br /> to a streamer , would cost approximately $3 , 250 . <br /> After filing affidavit of publication , Ordinance No . 368 rezoning Lot 4+ , Block 2 , Dingee Park , <br /> from the second residential to business district , was , on motion of Councilman McNulty , <br /> seconded by Councilman Jones , adopted unanimously. <br />
