186 <br /> discussion concerning the possibility of regulating such construction , but the conclu- <br /> sion seemed to be that in the absence of a restriction in the conveyance of the property , <br /> nothing could be done . However , on motion of Councilman McCarthy , seconded by Councilman <br /> Fletcher , the Building Inspector was authorized to refuse to grant to E . W. Magruder , <br /> or anyone else , building permits for houses of such value . <br /> Councilman Eva again brought up for discussion the question of loose dogs running about <br /> the City and all the Council members concurred in the belief that something ought to <br /> be done. Finally, it was decided , on motion of Councilman McCarthy , seconded by <br /> Councilman Jones , to ask the Attorney to prepare an ordinance under the terms of <br /> which dogs , off the premises of their owners and not in closed cars , must be on <br /> leash. Motion carried , with Councilman Fletcher , Christensen and McNulty voting "No" . <br /> Following a discussion by Councilman Eva concerning the desirability of changing Section 56 <br /> of the Charter which fixes the maximum tax rate for purely governmental functions at <br /> $1 . 00 so that the maximum rate should not exceed $1 . 50 , he so moved, seconded by <br /> Councilman Christensen , and the motion was carried. The City Attorney was therefore <br /> instructed to make the necessary preparation to have this put on the ballot at the <br /> coming election. <br /> Councilman Eva also discussed the desirability of changing or eliminating that portion of <br /> Section 26 of the Charter reading as follows: "No one shall be eligible for appoint- <br /> ment thereto who has not served as City Manager or as an assistant or a deputy thereof <br /> for at least/one year" . On motion of Councilman Eva, seconded by Councilman McNulty , <br /> this was also unanimously carried., with instructions to have it placed on the ballot . <br /> Councilman McCarthy explained that while he voted in favor of the motion , he believed <br /> the restrictions in regard to the qualifications of the City Manager should stand as <br /> they are . <br /> Councilman Eva called attention to the dangerous condition of the small bridge leading <br /> from the end of Hamilton Street to Pennsylvania Avenue , and the City Manager ex- <br /> plained that he would take care of it . <br /> Councilman Eva also asked about the Council ' s attitude toward Hawes Park Softbaseball Or- <br /> ganization for the summer. He was given authority to represent the Council at a <br /> preliminary meeting for organization. <br /> On motion of Councilman Eva, seconded by Councilman McNulty , the City Clerk was asked to <br /> convey to Judge McAuliffe the appreciation of the Council for the work he has done <br /> toward reducing traffic accidents. <br /> The departmental reports were ordered filed. <br /> The approved claims were ordered paid on motion of Councilman McNulty , seconded by Councilman <br /> Christensen. <br /> Adjournment . <br /> 4 ) • E , ( ) <br /> City Clerk <br /> BEM:MR <br />
