<br /> Upon roll call , the following Councilmen were present : Mayor , Paul A. McCarthy , L. C . Chris-
<br /> tensen , J. M. Eva , E . A. Fletcher , Wm. Hohn , R. N . Jones , G. W. McNulty and City Clerk ,
<br /> B . E . Myers. Absent : None .
<br /> The claim of John Harkness , for refund of alleged deposit of $20 . 00 for water meter , was
<br /> rejected , on motion of Councilman Jones , seconded by Councilman Christensen.
<br /> There was considerable discussion concerning the advisability of going ahead with the Harbor
<br /> project . Harry M. Wade , San Francisco Attorney , familiar with shipping , at the request
<br /> of Mayor McCarthy , was present and addressed the Council and spoke favorably of the
<br /> situation of Redwood City Harbor . Following the general discussion , Councilman Eva,
<br /> seconded by Councilman Christensen , proposed the following resolution which was
<br /> unanimoualy carried:
<br /> BE IT RESOLVED by the Council of Redwood City , as follows :
<br /> Section 1 . That the public interest and necessity demand
<br /> the acquisition , construction and completion of the following municipal
<br /> improvement of said City , to-:pit : A municipal harbor for the City of
<br /> Redwood City near the juncture of Redwood Creek and West Point Slough,
<br /> including the dredging, deepening , widening and improving of a ship
<br /> channel in Redwood Creek and San Francisco Bay leading to and connecting
<br /> with said harbor , a turning basin and docking space appurtenant thereto ,
<br /> lands , rights-of-way , bulkheads , dikes , wharf , docks , piers , transit
<br /> shed , warehouse , approach roadway , spur tracks , cargo handling and
<br /> docking equipment , electric light and power , water supply , fire pro-
<br /> tection. and drainage systems for said harbor , and other structures ,
<br /> works and properties necessary or convenient for said harbor improve-
<br /> ment in order to facilitate navigation and the commerce of Redwood City;
<br /> the cost and expense of said work of dredging , deepening , widening and
<br /> improving of said ship channel to be paid in part by said City , not in
<br /> excess of $94 ,000 , and in part by the United States pursuant to the
<br /> general plan for the improvement of commerce and navigation on Redwood
<br /> Creek as set forth in letter of the Chief of Engineers of the United
<br /> States Army to the Chairman of the Committee on Rivers and Harbors ,
<br /> House of Representatives , dated May 25 , 1933 , published in House of
<br /> Representatives , Doctivnent No . 10 , 73d Congress of the United States ,
<br /> First Session; the cost and expense of said harbor facilities and other
<br /> works , properties and structures necess = ry or convenient therefore to be
<br /> paid by the City of Redwood City; provided the United States , or any
<br /> department or agency thereof , including the Federal Emergency Adminis-
<br /> tration of Public Works , may for the sooner completion of said project
<br /> contribute part of the cost of said municipal improvement .
<br /> Section 2. That said municipal improvement is necessary and
<br /> convenient to carry out the objects , purposes and powers of said City.
<br /> Section ,. That the estimated cost of said municipal improve-
<br /> ment is $360 , 000 , and that the cost of said municipal improvement is and
<br /> will be too great to be paid out of the ordinary annual income and revenue
<br /> of said City.
<br /> Allen T . Hill , Secretary-Treasurer of the San Mateo Typographical Union No. 624 , accompanied
<br /> by sixteen members , was present and addressed the Council in line with his letter of
<br /> March 23 , requesting that the Council adopt an ordinance requiring the use of the Typo-
<br /> graphical Union Label on all printed matter purchased by the City of Redwood City.
<br /> Several spoke in favor of it . Mr. J. C . Chastain of the Redwood City Standard spoke
<br /> against it as he insisted he had the right not only to retain an open shop but also
<br /> the right to a portion of the City business. However , the Council finally concluded,
<br /> on motion of Councilman Fletcher , seconded by Councilman Jones , to request the City
