After discussion , it was decided , on motion of Councilman McCarthy , seconded <br /> by Councilman Fletcher , that the City Clerk write Mr. Mercier as follows : ( 1 ) That <br /> the City did not desire to assume any responsibility for placing policemen at rail- <br /> road crossings . ( 2 ) That the Southern Pacific Company equip flagmen at Broadway and <br /> Main Street crossings with some distinctive suit affording such a contrast as to be <br /> easily distinguishable especially at night , and ( 3 ) That the Southern Pacific Company <br /> establish at its own expense on both sides of the track at the Broadway crossing , a <br /> regular " Stop" and "Goss traffic signal , to be manually operated by the flagman on duty. <br /> John' Volpiano , Secretary of the Peninsular Fire Chiefs ' Club , asked the Council , in a letter <br /> addressed to Chief Mark Ryan , to adopt an ordinance covering the discharge , possession <br /> and selling of fireworks within the City . Chief Ryan explained that Redwood City <br /> already had an ordinance which was more comprehensive than the one submitted , and <br /> thought it unnecessary to make any change . The Clerk was therefore asked to notify <br /> Mr . Volpiano accordingly. <br /> Councilman Fletcher , seconded by Councilman McCarthy , proposed the adoption of the follow- <br /> ing resolution which was unanimously carried. <br /> BE IT RESOLVED by the City Council of Redwood City , <br /> California , that for and on behalf of the Citizens of Redwood <br /> City , it is definitely opposed to the repeal of the "Allin <br /> Amendment " which is now a part of the Intercoastal Shipping <br /> Act . <br /> AND BE IT FURTHER RESOLVED , that this City Council <br /> urges that an amendment with the purpose and effect of the <br /> "Allin Amendments be enacted as a part of any Subsidy Bill <br /> now under consideration of the Congress of the United States , <br /> which shall bar the subsidizing of any carrier or a member of <br /> a " conference " or Association of carriers which either pre- <br /> vents or attempts to prevent a member carrier from serving <br /> any American port . <br /> AND BE IT FURTHER RESOLVED , that copies of this <br /> Resolution be sent to our Congressmen and Senators with the <br /> request that they prevent the repeal of the "Allin Amendment " <br /> in present law and urge its enactment in any subsequent sub- <br /> sidy legislation . <br /> The City Treasurer asked whether or not the Council cared to take out any insurance to <br /> protect the City checks in addition to the present use of a special check writer. <br /> He was told it was thought unnecessary at the present time . <br /> Councilman Eva suggested that the Council should anticipate the work necessary to the pre- <br /> paration of data pertaining to delinquent 1915 Act assessments if and when the <br /> refunding bond issue should be ready , and proposed that the Mayor appoint a committee <br /> to take charge of the formulation of appropriate procedure . Following the line of <br /> discussion , Mayor Lambert appointed as a committee to work out details , Councilmen <br /> Eva , Christensen and McCarthy to work with the Mayor , including also the City <br /> Attorney and City Manager . <br /> The City Attorney reported concerning the hearing before the Railroad Commission in connec- <br /> tion with the P . G . B- E . application and told the Council the matter had been continued <br /> for another hearing on March 10 . <br />
