<br /> "7REAS , it appears that said special election was held in accordance with
<br /> law and with said call , on the said 2nd day of November , 1937 , as aforesaid ,
<br /> and that the polls for said election were kept open during the time required by
<br /> law , and that said election was held and conducted , and the votes thereat re-
<br /> ceived and canvassed , and the returns thereof ascertained , determined and
<br /> declared, all as provided by the laws of the State of California, and by said
<br /> ordinance ; and
<br /> "WHEREAS , on this day , to wit , Monday , the gth day of November , 1937 , at
<br /> the hour of eight o ' clock P. M. , the Council of said City of Redwood City met
<br /> at its usual place of meeting and has canvassed the returns of said special
<br /> election as required by law , and the result of said canvass is found to be as
