Council had due notice and at which a majority thereof was present ; that at said meeting said resolution was introduced by Council- man McNulty and read in full and was thereupon , upon motion of Councilman McNulty , seconded by Councilman Fletcher , adopted by the following vote : Ayes : L . MYERS , City Clerk of the City of Redwood City , California , do hereby certify that a special municipal election was duly and regularly held in said City of Redwood City on November 2 , 1937 , and that the returns of said election have been duly and regularly made , and the result thereof has been duly and regularly canvassed and declared by the Council of the City of Redwood City on November 8 , 1937 ( the first Monday after said election) at the hour of 8 o ' clock P . M . , at the usual meeting place of said Council in the City Hall of Redwood City , State of California , and that the following statement is a statement of the result of said election . "1 . The whole number of votes cast in said City of Redwood City at said special election , on Proposition No 1 was 2455 . "The whole number of votes cast in said City of Redwood City at said special election , on Proposition No . 2 was 2 +36 . "2 . The propositions voted upon at said special election were as follows :
