On notion of Councilman <br /> Eva, seconded by Councilman Y.c1 ulty , the Council went on record as favoring; the project <br /> and the Clerk was instructed to write Mr . Kelly accordin~ly. <br /> John Gill , Secretary of the Planning Commission , informed the Council that the terra of Henry <br /> Witte as a member of the Plannin; Commission expires in June and stated that his fellow <br /> members vapid be happy to see him re--appointed for another term. This , Mayor Lambert did <br /> and his action was affirmed by the Council on motion of Councilman Eva, seconded by Coun- <br /> cilman Fletcher. <br /> Acting on the recommendation of the Planning; Con.: ission , the Council "ranted permission to Mrs . <br /> Eleanor Faare to build a porch on her home on Hopkins Avenue. <br /> The Clerk read a letter from the California State Automobile Association asi:inr municipalities <br /> and state and county officials to cooperate with it in si ;bin the hig=keys of the state . <br /> The letter was ordered filed. <br /> The Clerk read a long letter from the 1915 Improvement Bond Acct Committee concerning the present <br /> status of the Lakeport Case and of the litigation pertaining thereto . In the letter a re- <br /> quest was made that the City of Redwood appropriate $100 as a contribution toward the expenses <br /> of special counsel in connection with a further trial of this case . On motion of Councilman <br /> Eva, seconded by Councilman McCarthy ,y , the $100 was appropriated and the Clerk asked to <br /> notify the committee. <br /> In a written communication to the Council , the City Manager explained that wells Nos . 19 and 21 <br /> of the Chestnut Street plant have shorn a very decreased flow and that it was necessary to <br /> make some replacements . He asked for the necessary authorization to arrange for the drill- <br /> ing of two new wells which would probably show a saving of from $50 to $60 per day between <br /> pwm-ping water and buying it from the San Francisco Water Department . On notion of Councilman <br /> McCarty , seconded by Councilman : CNul ty , the i._mn er was so authorized. <br /> Mr. J . Harness appeared before the Board to ask: what could be done concerning possible reduc- <br /> tions of water rates and the utilization to the best advantage of any cash reserve. As <br /> this matter had already been covered by Mayor Lambert ' s preliminary discussion , nothing: was <br /> done except to indicate to Mr. Harimess that the Council had this matter under consideration. <br /> W . G . Duncan , 66 Fbener Street , asked the Council for permission to establish what he called <br /> a Kiddy—Car track: where small cars propelled per:iaps by Gasoline would be used by children <br /> for amusement purposes . The Council saw no objection to granting such permission and did <br /> so on motion of Councilman Fletcher , seconded by Councilman McNulty, provided that proper <br /> insurance be obtained satisfactory to the Council , and that the permission would be revocable <br /> at the pleasure of the Board. <br /> Mr. A. P. Vlhitehead asked the Council if anythin could be done to relieve the situation concerning <br />
