80
He felt that the point of the paragraph was antagonistic and entirely inconsistent with
the special Charter regime under which the city is worhin; . After considerable discus -
sion the proponents of the resolution, Councilmen Fletcher and Eva, a ;reed to omit the
Paragraph in question. Following this , Councilman I.IcCart ly proposed and so moved that
the entire resolution was too comprehensive to vote on as a whole and that it should be
broken up into its related parts . He suggested that it be divided into five divisions
as follows :
( 1) Consolidation of the offices of City Manager , City Engineer and Building In-
spector.
(2) The negotiations with the county officials by which said officials would take
over the assessment and collection of taxes nor being done by city officials .
(3) Salary of the City Attorney.
(4) Salary of the City Cleric and Treasurer .
(5) Department heads and other groups .
This proposed division was seconded by Councilman McNulty and, on votin ; , was carried.
Councilman McCarthy then opened up the discussion concerning point No . ( 1) showing the
incongruity and inconsistency of asekin one man to do three men ' s work and of the impro-
priety of expecting one man to handle the ::lass of details and at the same tine function
as an administrative executive . This division was finally referred to the City Attorney
for his opinion as to its legality.
As there was so little information and practically no facts in connection with division
No . (2) , it was decided, on motion of Councilman Jones , seconded by Councilman McNulty ,
that it would be a good plan to refer this matter to the Citizens ' Advisory Connittee
for its investigation and report . So ordered.
Discussion of division No . (3 ) was laid over until the next meeting so that the rn- nbers
of the Council might have time to ree4 Mr . Mansfield ' s statement .
In connection with division No . ( -) Councilman Jones , seconded by Cauncilman McNulty ,
proposed that this be eliminated entirely and that no c=ianre be made in the present
salary of City Treasurer.
There was no time to co into consideration of division No . (5) and it also was laid
over to be taken up at a subsequent meeting;.
The departmental reports were ordered filed.
The approved claims were ordered paid on notion of Councilman McNulty , seconded by Councilman
Fletcher.
On motion of Councilmen Jones , seconded by Counciln n McNulty , Councilman Eval and 4City Clerk ,
were :,rented permission to leave the state on their respective vacations .
Adjournment .
City Clerk
