<br />Exhibit A <br /> <br />As part of the attached agreement, we present the following scope of work: <br /> <br />1. <br /> <br />Meet with Freedman Tung and Bottomley, staff of the City of Redwood City, <br />relevant consultants and representatives of local stakeholders, as necessary; <br />review prior plans and studies; and familiarize ourselves with the market <br />conditions and important issues in downtown Redwood City. <br /> <br />2. <br /> <br />Physically inspect the downtown area, and analyze it with respect to site-related <br />factors for retail uses. Factors to be considered will include but not be limited to, <br />location within the core, visibility, access, proximity to services and impact of <br />surrounding land uses. Review proposed, approved and recently completed <br />projects in the Downtown area, including in the vicinity of El Camino Real. <br /> <br />3. <br /> <br />Building on already completed studies, generate an understanding of the market <br />dynamics in the retail market in Downtown Redwood City and neighboring areas. <br /> <br />4. <br /> <br />Complete a full retail gap analysis to identify, based on market evidence, the <br />depth of demand for all types of retail development including regional serving, <br />community, neighborhood and, most importantly, "main street" retail in a mixed- <br />use configuration; identify achievable lease rates and likely absorption pace of <br />existing vacant, planned and recommended retail facilities; present visual images <br />of comparable and analogous projects, for communicating product <br />recommendations. <br /> <br />5. <br /> <br />Based on the depth of demand for retail uses, and in coordination with the City <br />and FIB, determine the trade/study area for the Downtown Precise Plan area, as it <br />relates to retail demand. <br /> <br />6. <br /> <br />In a working session, discuss with the planning team and city staff, the key <br />findings, conclusions and recommendations resulting from the study. This <br />discussion will be supported by tables, maps, graphs and other documentation, as <br />necessary. <br /> <br />7. <br /> <br />Following the working session and incorporating its discussions, prepare a <br />memorandum summarizing the study results. <br /> <br />T-'. <br />
