REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Agreement with the Redwood City Police Activities League for Youth Services <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement between <br />the City of Redwood City and the Redwood City Police Activities League for the <br />provision of Youth Services <br /> <br />BACKGROUND <br />The Redwood City Police Activities League (PAL) is a nonprofit 501(c) (3) community <br />organization that was founded in 1995 with the support of the City. PAL’s mission is to <br />to build partnerships between youth, police and the community through educational, <br />cultural, recreational and outreach programs to help at-risk and under-served youth <br />succeed by providing intervention, prevention, and alternative programs. PAL continues <br />to be housed in its 15,000 square foot facility at 3399 Bay Road in Redwood City. Since <br />2011 PAL has focused on growing a unique blend of partnerships and collaborations <br />with various other youth-serving organizations including the Peninsula Boys & Girls <br />Club (BGCP), the Sherriff’s Activities League (SAL), and the Redwood City Department <br />of Parks, Recreation, and Community Service (PRCS). PAL also brought in private <br />providers to offer additional activities including Karate, Zumba, Ballet Folklorica, and <br />many more. PAL runs the Tattoo Removal program, offering both ex-offenders and at- <br />risk individuals a powerful way to support their commitment to lifestyle changes by <br />removing gang and other related tattoos. It has been estimated that at various points <br />over these past years, the PAL facility has seen some 3,500 children and youth. <br /> <br />ANALYSIS <br />During the Fiscal Year 2009/2010 budget reductions, the police department eliminated <br />the PAL Coordinator position (management analyst) and the Fiscal Year 2010/2011 <br />adopted budget provided for the further restructuring of police staffing and support to <br />PAL. Positions which had previously been dedicated to PAL and staffed by sworn <br />officers were eliminated and the position of a civilian executive director was created as <br />a direct report to the PAL board of directors. The reductions in police staffing for PAL <br />resulted in an aggregate savings to the City of approximately $450,000 annually. <br />Additionally, an agreement with PAL to provide youth services was executed with the <br />City and the Police Department through funding support of $80,000 annually beginning <br />in Fiscal Year 2010/2011 through Fiscal Year 2015/2016. <br />6.1.E. - Page 1
