REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Reject all bids - Redwood Shores Potable Water Transmission System Seismic <br />Improvement Project <br /> <br />RECOMMENDATION <br />By motion, reject all bids and authorize staff to re-advertise this project for public bidding <br />with as-needed supplemental budget contingency <br /> <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan <br />Report and directed staff to move forward with specific recommendations and <br />projects for future Council consideration. The Water System Master Plan forecasts <br />improvements necessary to accommodate water demand by new and <br />redevelopment activities anticipated by the City’s General Plan; analyzes and <br />identifies improvements for reliable performance during normal and emergency <br />conditions, such as fires and earthquakes; and prioritizes capital improvements to <br />the system for the subsequent 20 years after approval. <br />The Water System Master Plan includes a City-wide W ater System Seismic <br />Reliability Sub-Program to upgrade potable water transmission pipelines, and <br />upgrade and repair tanks and pump stations. The purpose is to make the water <br />delivery system more reliable and better able to withstand an earthquake. The Sub- <br />Program has been divided into various projects that are being performed in order <br />of priority and availability of funds. The City’s water system has two water tanks in <br />Redwood Shores. There is only one water transmission pipeline (Topaz Pipeline) <br />that brings water to these tanks. Due to the type of soil and the proximity to water <br />bodies, the Pipeline is considered to be more vulnerable to earthquake damage. <br />The Redwood Shores Potable Water Transmission System Seismic Improvement <br />Project is the fourth of the seismic retrofit projects. <br />City’s staff hired and worked with G & E Engineering Consultants to perform the <br />design and prepare the Contract Documents. The project was bid for the first time <br />on May 11, 2016. All bids were rejected and staff was authorized to re-bid on Council <br />Meeting held on June 27, 2016. <br />After the bid rejection, staff revised the Contract Documents to provide more <br />precise information on the equipment, methods, and material suppliers.
