REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Approval of Grant Agreement between the City of Redwood City and California State’s <br />Division of Boating and Waterways <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a grant agreement in the <br />amount of $191,290 between the City of Redwood City and the State of California, <br />Division of Boating and Waterways. Confirm the activity is not subject to CEQA <br /> <br />BACKGROUND <br />The Surrendered and Abandoned Vessel Exchange (SAVE) program from State of <br />California assists governmental agencies in removing, reducing and preventing <br />abandoned recreational vessels and various marine debris in the waterways. The <br />funding for this program as described by Harbors and Navigation Code 522(a), 523(a) <br />and 551 supports the following activities: Emergency dive services, boating accident <br />investigations, sunken vessel recoveries; and the removal, storage, and disposal of <br />abandoned or surrendered vessels, or parts thereof that are in danger of being <br />abandoned, and have the likelihood of causing environmental degradation or becoming <br />a hazard to navigation. <br /> <br />ANALYSIS <br />This SAVE program is part of an expanding effort to discourage the abandonment of <br />vessels on public lands and waterways. When a vessel is abandoned the jurisdictional <br />agency is liable for the financial and functional coordination of the subsequent cleanup <br />activities. Public Works identified the need for additional funding to assist with this work, <br />and was successful in procuring grant funding in the amount of $173,900. <br /> <br />ALTERNATIVES <br />Reject the grant. <br /> <br /> <br />6.1.M. - Page 1
