REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Revocable License Agreement (#P4334) between the City and County of San Francisco <br />for the reconstruction and use of Linden Park on San Francisco Public Utilities <br />Commission (SFPUC) land <br /> <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute the License Agreement with <br />SFPUC for Linden Park Renovation Project <br /> <br />BACKGROUND <br />Linden Park is a neighborhood park that was built by the City of Redwood City on the Hetch <br />Hechy right-of-way in 1971 with a permit from the SFPUC. In 2010, the park was torn out as <br />part of the SFPUC water pipeline upgrade project. That same year, the City began the <br />process to rebuild a new park by seeking funding for the project. In early 2013, after the <br />funding was secured, the City held public solicitation for a design firm and hired SSA <br />Landscape Architects to design the park and produce the construction drawings. Among <br />supplementary permits, SFPUC requires a new Revocable License Agreement and <br />insurance for the City to use their right-of-way and reconstruct the park. <br /> <br />In April 2013, city staff realized the size of the site had been significantly narrowed due <br />to newly permitted residential fences encroaching into the old park space. To solve the <br />problem, City staff successfully requested the removal of a fence that perpendicularly <br />crosses the site space in order to elongate the space and advantageously allow <br />accessibility from both sides of the block. This permitted the City to move ahead with a <br />topographic survey and begin community outreach. <br /> <br />Based on the solicited comments from a series of neighborhood meetings, SSA <br />developed a preferred concept for the proposed park. The plan was presented at the <br />October 22, 2013 SFPUC project review meeting which resulted in a request for several <br />modifications such as a wider pathway and gate for maintenance vehicles, smaller trees <br />on berms, and modular seat walls and features easily moved by forklift. Staff worked on <br />numerous revisions and resubmitted to SFPUC on January 22, 2014. The panel <br />provided preliminary approval and requested more information about the playground <br />features, specifically the weight of the proposed objects. <br />6.1.C. - Page 1
