REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Second Reading for Redwood City Code Amendments regarding Keeping of Bees <br /> <br />RECOMMENDATION <br />Waive Second Reading and Adopt an Ordinance amending Sections 21.7, 21.8 and <br />21.9 of the Redwood City Code regarding the Keeping of Bees; Confirm that Adoption <br />of the Ordinance is exempt from the California Environmental Quality Act <br /> <br />BACKGROUND <br />On August 8, 2016, the City Council introduced and unanimously approved an <br />amendment to the Municipal Code. This is the second reading as required by law. If <br />adopted, the ordinance will go into effect in 30 days. <br /> <br />ANALYSIS <br />The subject amendments reduce the minimum setback requirement for bee hives, <br />establish a requirement for a water source and a maximum number of hives for smaller <br />properties, and establish a nuisance provision (Attachment 1). The original staff report <br />of August 8, which contain a full analysis of the provisions, is provided in Attachment 2. <br /> <br />ALTERNATIVES <br />1. Adopt the ordinance with changes. <br />2. Do not adopt the ordinance. <br /> <br />FISCAL IMPACT <br />No fiscal impact is expected with this project. <br /> <br />ENVIRONMENTAL REVIEW <br />It can be seen with certainty that this project does not have the potential to create a <br />significant impact. Topics evaluated by CEQA include: Aesthetics, Agricultural and <br />Forestry Resources, Air Quality, and Greenhouse Gas Emissions, Biological, Cultural <br />and Mineral Resources, Geology, Hazards and Hazardous Materials, Hydrology and <br />Water Quality, Land Use and Planning, Noise, Population and Housing, Public Services <br />and Recreation, Transportation and Traffic, and Utilities and Service Systems. The <br />project is exempt from the California Environmental Quality Act (CEQA) as the <br />proposed amendments will not significantly impact the environment. <br /> <br />6.4.A. - Page 1
