Specifically, the amendments comply with the following General Plan <br />Policies: <br />BE-18.5: Encourage development and growth in the Downtown such that it <br />serves as the city’s major center of local and regional‐serving retail, including <br />encouraging relocation of retail into the Downtown core. <br />BE-18.8: Provide the amenities and range of entertainment, shopping, and <br />cultural offerings that will make Downtown a vital regional and local destination. <br />The proposed amendments are consistent with Zoning, the Downtown Precise Plan, as <br />they maintain the Main Street vision of “ensuring that ground level retail shops, cafes, <br />small restaurants, and offices are designed to enhance the appeal of Main Street as a <br />walking street, and that new and renovated buildings are designed to reflect the historic <br />character and scale of the corridor.” It also promotes the goal of restoring the <br />“emerging renaissance” that started to take place along Main Street. <br /> <br />PUBLIC NOTIFICATION <br />This project was noticed in the newspaper and posted on the agenda in accordance <br />with the Brown Act. In addition, the City presented these concepts to the Downtown <br />Business Group, Redwood City Improvement Association (RCIA), and Redwood City <br />San Mateo Chamber of Commerce. Staff received the following feedback: <br />Downtown Business Group was generally supportive of the proposal; however, <br />suggested that the six month timeframe for ceased non-conforming uses to continue its <br />non-conforming status is too long and encouraged a shorter timeframe. The RCIA was <br />also supportive of the proposal and the goal to activate ground floor uses. <br />ALTERNATIVES <br />1. Request additional changes to the proposed amendments. <br />2. Do not approve the proposed amendments. <br /> <br />FISCAL IMPACT <br />No fiscal impact to the City is expected with these amendments. <br /> <br />ENVIRONMENTAL REVIEW <br />The City has determined that the proposed DTPP Amendments falls within the <br />requirements of the California Environmental Quality Act (CEQA) Guidelines per <br />Section 15183, “Projects Consistent with a Community Plan, General Plan, or Zoning.” <br />The amendments are consistent with the DTPP, including the stated vision and guiding <br />principles, do not impact the approved density for the DTPP area, comply with the <br />General Plan, including the goals, policies, and programs, and are consistent with the <br />program-level certified Environmental Impact Report for the DTPP. <br />7.A. - Page 9
