A1.2.1 – RESOURCE REGULATIONS: <br /> <br />Three sets of regulations have been created to specifically promote the preservation of historic <br />resources themselves and to guide future development on their parcels. Two of these regulations <br />give historic resources lenience on requirements that are often tough for them to meet, and the <br />third regulation adds requirements to historic parcels in order to ensure preservation while <br />allowing growth and expansion when appropriate. <br /> <br />A) Use Concessions <br />In the heart of the Downtown retail core, the DTPP requires retail uses in all ground floor spaces. <br />This regulation helps ensure that the area maintains a vibrant streetlife conducive to business <br />development and community interaction. However, it also restricts the potential number of tenants <br />for these spaces. Since historic buildings already present numerous challenges to adaptive reuse, <br />such as narrow floor plans and outdated plumbing and wiring, they are exempted from mandatory <br />ground floor retail requirements. This will help to keep them competitive in the marketplace, <br />reducing pressures for their removal.
