REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 12, 2016 <br /> <br />SUBJECT <br />Study Session on Options for Addressing Neighborhood Parking Issues <br /> <br />RECOMMENDATION <br />Hold Study Session and provide feedback on the recommendations by the Complete <br />Streets Advisory Committee and the City's Neighborhood Parking Working Group on <br />neighborhood parking and the Residential Permit Parking Program <br /> <br />BACKGROUND <br /> <br />Over the past two years, the number of neighborhood parking concerns coming in to the <br />City has increased. Based on these concerns, on February 2, 2016, City Council <br />directed staff to work with the Complete Streets Advisory Committee (CSAC) to work on <br />neighborhood parking solutions. In addition, the City Manager tasked an internal <br />working group with identifying the underlying issues causing parking problems, and <br />proposing policy options for the Council to consider. This internal working group <br />included Police Department, Public Works, Community Development (Transportation, <br />Planning and Code Enforcement), City Attorney’s Office and City Manager’s Office staff. <br /> <br />This report incorporates recommendations from the CSAC and the findings and <br />recommendations of the internal working group. Based on this work, staff recommends <br />a three-pronged strategy for Council consideration: <br /> <br />· Residential Permit Parking (RPP): The City has an adopted Residential Permit <br />Parking program. The policy framework and Municipal Code which implements this <br />program was last updated in the 1980s. Recently, however, City staff has received <br />numerous requests for the establishment of new RPP areas. Based on the number <br />and type of these requests, staff and the CSAC are recommending changes to the <br />adopted RPP program. <br /> <br />· Changes to the Municipal Code to Aid Enforcement: One of the initial tasks <br />undertaken by the internal working group was reviewing data, particularly the <br />number and types of parking-related complaints received. Based on this data, as <br />well as discussions with Police Officers, Public Works staff and Code Enforcement <br />Officers, staff is recommending several Municipal Code changes to help resolve <br />common parking enforcement requests. <br />9.A - Page 1
