Possible Policy Changes Discussion <br />Timing When RPP is in Effect <br />Remove the hours and <br />days (7am – 6pm, <br />Monday – Friday) from <br />the ordinance; instead set <br />by resolution when a new <br />RPP area is established <br />· Would allow flexibility to set the hours according <br />to the needs of the neighborhood (evening <br />parking crunch) <br />· Could make enforcement more challenging if rules <br />vary by neighborhood (San Mateo has purposely <br />transitioned all their RPP areas to the same <br />schedule over time for this reason) <br />· Could require additional police staffing to <br />enforce <br />· Potential to pit neighbors against one another Modify Permit Eligibility Rules <br />Restrict parking permits <br />to one permit per <br />licensed driver <br />· Would be a change for residents within <br />existing RPP areas <br />· Could be a concern for undocumented <br />residents <br />· Currently all vehicles (up to 3) associated with an <br />address within the RPP area are eligible for a <br />permit, regardless of the number of drivers <br />· Could negatively impact residents whose <br />businesses are based out of their home <br /> <br /> <br /> <br />Changes to the Municipal Code to Aid Enforcement <br />The internal staff working group analyzed data collected for the period of June 1, 2015 <br />to June 1, 2016 from each of the respective departments involving parking complaints, <br />issues and concerns raised by the community. Key points include: <br />Modify Permit Fees <br />Complete a fee <br />study, to charge <br />the cost recovery <br />amount. <br />· City is currently authorized to charge a fee, but <br />the fee has never been set <br />· Fee charged cannot exceed the actual costs <br />associated with the program (administration, <br />maintenance, operation) <br />A. Charge same fee for <br />all permits issued to a <br />household <br />or <br />B. Set a lower fee for the <br />first permit <br />· Would be a change for residents within <br />existing RPP areas <br />· Provides a financial incentive to reduce long- term <br />parking on street <br />· Could discourage residents from parking <br />vehicle on-street if they have alternatives <br />· Could encourage residents to sell unneeded <br />vehicles <br />· Could increase vehicle parking in front yards <br />· Could reduce residents’ willingness to <br />support the program <br />9.A - Page 4
