Neighborhood Outreach <br />As noted earlier, based on the complexity of any parking program, staff is <br />recommending that a neighborhood communication strategy specifically related to <br />parking be well thought out, and discussed with Council. Staff proposes that much of <br />the communication be accomplished through Neighborhood Associations and other <br />established neighborhood groups. As the new programs and codes are adopted, staff <br />can develop a communication plan, as well a “parking toolkit” that will allow each <br />neighborhood to better understand which parking programs may work for their <br />neighborhood. <br /> <br />Next Steps <br />At the City Council’s guidance: <br />· Staff will prepare City Code amendments and bring the proposed code amendments <br />to the City Council for approval. <br />· Staff will finalize the Residential Parking Permit Program Policy document and bring <br />it to the City Council for final approval. <br />· Staff will fully evaluate the resources required to implement and effectively enforce <br />these expanded programs, and provide the Council with options. <br />· Once adopted, staff will reach out to the neighborhoods with the highest <br />concentrations of parking-related requests and work with them to develop a plan to <br />improve the parking conditions. <br /> <br />ALTERNATIVES <br />The Council may direct staff to explore other areas of parking policy not detailed in this <br />report. <br /> <br />FISCAL IMPACT <br />Preparation of this report was accomplished with existing resources, and there are no <br />new funding allocations requested at this time. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency under CEQA, the City of Redwood City has determined that this <br />update does not constitute a project under CEQA as defined in CEQA Guidelines, <br />Section 15378, as it has no potential for resulting in either a direct or foreseeable <br />physical change in the environment. <br /> <br /> <br /> <br /> <br />9.A - Page 7
