09/12/2016
jurisdiction and qualify for categorical exemption as "Existing Facilities" under the
California Environmental Quality Act (CEQA), section 15301:
C/ass 1 consists of the operation, repair, maintenance, permitting, leasing,
licensing, or minor alteration of existing public or private structures, facilities, mechanical
equipment, or topographical features, involving negligible or no expansion of use
beyond that existing at the time of the lead agency's determination. The types of existing
facilities itemized below are not intended to be all-inclusive of the types of projects
which might fall within C/ass 1. The key consideration is whether the project involves
negligible or no expansion of an existing use.
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails,
and similar facilities (this includes road grading for the purpose of public safety).
The installation of stop signs to the street is a minor alteration to the existing facilities,
which do not establish a higher speed limit along a significant portion of the street and will
not result in more than a negligible increase in use of the street. Furthermore, this project
has been designed consistent with the city's standards and the California Manual of
Uniform Traffic Control Devices.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
REDWOOD CITY, AS FOLLOWS:
1. Pursuant to the provisions of Section 20.34 of the Redwood City Code, the
City Manager is hereby authorized and directed to cause stop signs to be installed and
maintained on Jefferson Avenue at the intersection with Emerald Hill Road.
* * *
ATTY/RES0.0077/CC RESO APPROVING THE INSTALLATION OF STOP SIGNS ON JEFFERSON AVENUE RESO.NO.15519
REV:08-26-16 RL MUFF N0.701
