09/12/2016 <br /> Exhibit A <br /> CITY OF REDWOOD CITY <br /> POLICY AND GUIDELINES <br /> FOR RESIDENTIAL <br /> TRAFFIC CALMING <br /> INTRODUCTION <br /> Redwood City wishes to preserve the nature of its residential neighborhoods and to en.sure that local <br /> streets,particularly those in rcaidential neighborhoods,azo as quiet and safe aa poesble. One method <br /> of doing this is through"traffic calming". This policy and guideline document describee methods <br /> for analyzing and implementing tr�c calxning measures on Redwood City's residential atreets. <br /> USE OF THIS POLICY AND GUIDELINES <br /> The measures outlined in this document are intended to alow traffic to the poeted speed limit and to <br /> discourage unnecessary through traffic on residential atreets, while maintaining access for police, <br /> fire,emergency services,and local residents. Tr�c calming on atreeta not specifically covered by <br /> thia policy will be evaluated and addressed sepazately. Non��idential streets are typically evaluated <br /> on a case-by-case basia through engineering studies and analysis. <br /> This document is to be used in combination with professional �tgitteeri�tg judgement and best <br /> practices. Additionally,because every sireet in Redwood City has its own unique characteristics, <br /> these guidelines do not conatitute either final ar complcte design ar evaluation criteria for a <br /> tr�c cahning plan. L,ocal site conditions must be evaluated for all traffic calming installations,and <br /> terrain, roadway,traffic or land use characteris6cs, or othes unusual conditions may require cHee- <br /> specific mod�cations or exceptions. <br /> A major factor in achieving succeasful tr�c calming is pnbGc input, including compre,he,nsive <br /> public education and participation. With the exception of cut-through traffiq the majority of <br /> residential apeeding violations typically result&om driv�s who live in the neighborhood. Public <br /> education and participation encourage neighborhood residents to hetp identify the cauae of the <br /> problem and to be accountable for the solution. ThercFore,Redwood City requires that a majority of <br /> residents on a residential street be supportive of a tr�c calming plan for it to be implemented. <br /> The City of Redwood City reservea the right at its own discrr,tion to analyze and implement traffic <br /> calming at a location ahould if feel it is necessary to increase roadway safety. <br /> WHAT IS TRAFFIC CALMING? <br /> The Institute of Transportation Engineera(ITE)def'mea traffic calming as"the combination of mainly <br /> physical measures that reduce the negative effects of motor vehicle ase, alter driver behavior and <br /> improve conditions for non-motorized street usera."
