Deliver of such envelope shall be the responsibility of such owner or operator. The failure of such owner or operator to make such payment within said fifteen (15) days shall render such owner or operator subject to the penalties provided for violations of the provisions of this Division. Section 3. Section 20.127 of the Municipal Code of the City of Redwood City is amended to read as follows: "Sec. 20.127. PAYMENT OF FINE TO AVOID PROSECUTION: Any operator or owner of a vehicle to whom a citation has been issued in accordance with the preceding section may, within fifteen (15) days of the time of the issuance of such citation, pay to the appropriate court,' as a penalty for and full consideration of such violation, the sum of twenty-five dollars ($25.00). The mailing, in a sealed envelope properly addressed through the United States mail, of a check, money order or postal order, within fifteen (15) days from the time of issuance of the citation, or notice of such violation, or the deposit at the City Hall of the sum of twenty-five dollars ($25.00) within fifteen (15) days constitutes a compliance with this provision.
