5 ) COMMERCIAL REHABILITATION LOANS : These are loan programs administered <br /> at the local level by either an economic development agency or <br /> redevelopment agency . Program requirements and loan amounts vary widely , <br /> but funds are used for building rehabilitation . Loan monies generally <br /> come from local CBDG allocations or from tax-increment dollars generated <br /> by local redevelopment projects undertaken within the jurisdiction of <br /> the redevelopment agengy . see previous discussion of CBDG loan programs <br /> and redevelopment financing . <br /> 6 ) COMMERCIAL REBATE PROGRAMS : Program sources and funding sources <br /> are identical to the above . Instead of loans , however , rebates are made <br /> on building rehabilitation work undertaken by the property owner or <br /> tenant . Rebate anmounts and program requirements vary widely , but <br /> typically , property owners are reimbursed for a percentage of total <br /> rehabilitation costs following completion of work . Sometimes , <br /> requirements are in place to insure historic compatibility of facade <br /> improvements . <br /> 7 ) REVOLVING FUNDS : Revolving funds can be used for property <br /> acquisition and rehabilitation costs . When the project is complete and <br /> the property resold , the money invested returns to the fund and is then <br /> used for another project . <br /> 8 ) PAINT REBATE PROGRAM : Locally funded programs just for the purpose <br /> of encouraging new exterior paint are of immeasurable value . Rebate <br /> programs that reimburse the homeowner for a percentage of costs are a <br /> common way to generate property owner participation in a painting <br /> program . <br /> 9 ) TAX RELIEF FOR PROPERTY OWNERS <br /> 10 ) PERMIT FEE RELIEF/ WAIVERS ( ARCHITECTURAL AND BUILDING PREMIT <br /> FEES ) <br /> 11 ) ZONING POLICIES AND CONTROLS <br /> 12 ) BEAUTIFICATION PROGRAMS AND RECOGNITION AWARDS , NEIGHBORHOOD WORK <br /> DAY <br /> 13 ) FACADE EASEMENTS <br /> 14 ) PRIVATE PAINT PROGRAM ( MATERIALS FROM PAINT SUPPLIERS /TAX WRITE <br /> OFFS ) <br /> 15 ) DENSITY TRANSFER BONUS ( UNUSED DENSITIES ON A HISTORICALLY <br /> SIGNIFICANT BUILDING ARE TRANSFERRED/SOLD TO NEIGHBORING STRUCTURE ) <br />
