Repair or Replace Street Infrastructure - Restore streets surrounding the project site to the satisfaction of the City Engineer at project completion. When this requires additional pavement restoration, the Engineer shall approve the preferred layout of pavement markings. [SDR][ENGINEERING] <br />46. Construction of Traffic Mitigation Improvement – As required by the EIR the applicant shall design, fully fund, and construct (or have the City construct on their behalf) the following improvements summarized below. Subject to the terms of an Implementation Agreement to be entered between City and Applicant, the Applicant shall fully fund the cost of the improvements prior to issuance of building permit. The improvements must be constructed prior to issuance of any certificate of occupancy. [SDR][ENGINEERING] <br />a. Woodside and Broadway Intersection – Restripe the westbound approach on Broadway to include one left-turn lane, one through lane, one shared through/right-turn lane, and one right-turn lane. Signage to indicate that the “right-most” right-turn lane is to southbound US 101 only. In addition, the eastbound travel lanes would need to be restriped to include a total of two left turn lanes and one shared/through right-turn lane. Signal phasing shall be modified from split phasing to protected phasing. This improvement is subject to Caltrans approval. In addition, Applicant may need to include any additional improvements required by Caltrans to comply with Caltrans Deputy Directives 64 and 64-R1 (Mitigation 7-1) <br />b. Charter and Broadway Intersection - Signalize Charter Street and Broadway intersection with protected phasing on all approaches and restripe northbound and southbound approaches to include one left-turn lane and one shared through/right-turn lane. The eastbound and westbound approaches on Broadway would need to be restriped to include one left-turn, one through lane, and one shared through/right-turn lane. Remove on-street parking. (Mitigation 7-3) <br />c. Douglas and Broadway Intersection - Signalize the intersection of Douglas Avenue and Broadway with protected phasing on all approaches. (Douglas Avenue is considered north-south and Broadway is considered east-west.) In addition to signalization, parking (15 spaces) would need to be removed from the north and south legs to accommodate additional travel lanes. The southbound approach would need to be restriped to include one left-turn lane, one through lane, and one right-turn lane. The northbound approach would need to be restriped to include two northbound left-turn lanes and one shared through/right-turn lane. The eastbound and westbound approaches would need to be restriped to include a total of one left-turn lane and one shared through/right-turn lane. (Mitigation 7-4) <br />47. Pedestrian Safety Improvements - Additional high visibility crosswalks shall be created along Bay Road that are aligned with the intersecting streets. These crosswalks could include bulbouts, high visibility paint, paving textures/treatments, or pedestrian flashing warning light systems. These crosswalks would be installed at Hurlingame Avenue/ Bay Road and Barron Avenue/Bay Road. [COA][ENGINEERING] <br />48. Streetlights - New streetlights shall be installed, if needed, as determined by the City Engineer. The style and location of all streetlights shall be as determined by the City Landscape Architect. [SDR][ENGINEERING] <br />49. Parking Garage Ramps - Parking garage ramps shall meet the Design Criteria of the Engineering Standards and consider safety and visibility of pedestrians to the satisfaction of the City Engineer. Access controls shall be designed and placed in such a way that vehicles do not block the public sidewalk or queue in the public right-of-way. The access control system
