6.1.A. - Page 3 <br /> The zoning district, Mixed Use Corridor — Gateway Broadway (MUC-GB), allows for <br /> various uses, including residential, office and retail. Based on the submittal documents, <br /> the proposed project does not require an amendment to the Zoning Ordinance or <br /> General Plan. <br /> As noted below, only the contract to conduct an environmental analysis is being <br /> considered at this time. Public input and review of the actual development application <br /> will take place in 2017, and include a number of steps, prior to official consideration by <br /> the approval body. The actual development proposal as described above can be viewed <br /> on the City's "Current Development Projects" webpage: <br /> http://www.redwoodcity.org/city-hall/current-projects/development-projects?id=61 <br /> ANALYSIS <br /> Planning staff and the applicant have determined that an Environmental Impact Report <br /> (EIR) is necessary for the proposed project. Staff issued Requests for Proposals (RFP) <br /> to three consultants on the City's approved Environmental Consultants list and received <br /> three proposals. These were evaluated based on the schedule, assembled team, <br /> presentation and approach, and related experience. Placeworks was selected as staff's <br /> preferred consultant for this project because of their previous work on large-scale <br /> mixed-use projects in the Bay Area. The proposal, including subconsultant work, totals <br /> $137,053. <br /> Approval of the consultant contract is the first step in beginning the required <br /> environmental review for the proposed project, and is not an approval of the project <br /> itself. Future steps include: <br /> • EIR Scoping Session <br /> • Community outreach meetings <br /> • Architectural Advisory Committee review <br /> • Complete Streets Advisory Committee review <br /> • Planning Commission and public comments on the draft EIR <br /> • Planning Commission formal review and action on the Final EIR and <br /> requested development permits <br /> • City Council potential review and action on the Final EIR and requested <br /> development permits if there is a call-up or appeal <br /> These steps will take place over the course of 2017 and will provide multiple <br /> opportunities for public comments and feedback on the proposal. <br /> ALTERNATIVES <br /> Do not authorize execution of the agreement with Placeworks and direct staff to seek <br /> additional consultant proposals. <br />
