6.1.J. - Page <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 17, 2016 <br /> SUBJECT <br /> Advanced Metering Infrastructure Software Services Agreement with Sensus USA Inc. <br /> RECOMMENDATION <br /> By motion (and affirmative vote of at least five members of the Council), suspend <br /> Purchasing Ordinance requirements and approve the sole source purchase request <br /> and; <br /> 1. Authorize the City Manager to execute the agreement between the City of <br /> Redwood City and Sensus USA Inc. for advanced metering infrastructure software as a <br /> service for a 5-year term in the amount of $165,001.23 and <br /> 2. Authorize the City Manager to renew the agreement for two additional five-year <br /> terms such that the annual price does not increase more than 3% per year, or $169,256 <br /> and $196,214 for the second and third terms respectively <br /> BACKGROUND <br /> Redwood City began utilizing Advanced Metering Infrastructure (AMI) in March 2008 <br /> after the City Council approved the purchase of the Sensus FlexNet AMI system. Since <br /> that time, the Public Works Services Department has used the FlexNet system to collect <br /> water meter readings for billing. <br /> The Sensus FlexNet system included three Tower Gateway Base Stations (TGBs) to <br /> collect meter readings and alerts from radio transceivers (endpoints) attached to each <br /> AMI water meter. The TGBs store and forward the meter readings and alerts to the <br /> Regional Network Interface (RNI) and Meter Data Manager systems (MDM). The RNI <br /> and MDM were installed on two servers purchased for that purpose, and act as the <br /> main interface between the Utility Billing System, the Water Allocation Program website, <br /> and Public Works staff. <br /> In June 2013, the Council approved the purchasing contract with Golden State Flow <br /> Measurement (the Northern California Authorized Distributor for Sensus USA) for the <br /> procurement of water meters and Sensus FlexNet endpoints, paving the way for the full <br /> conversion of the City's water metering infrastructure to AMI on the FlexNet system. To <br /> date, Public Works has converted approximately 13,500 or 60% of the water meters to <br /> FlexNet, representing an investment of over $2,400,000 in AMI infrastructure. <br />
