6.2.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 17, 2016 <br /> SUBJECT <br /> Final Acceptance — Broadway Improvements (Remove Island and Reconfigure <br /> Roadway) — Middlefield Road to Jefferson Avenue Project <br /> RECOMMENDATION <br /> By motion, accept the Broadway Improvements — Middlefield Road to Jefferson Avenue <br /> Project and authorize the release of bonds and retention according to City procedures <br /> BACKGROUND <br /> Community members have shared concerns regarding the traffic flow and safety at the <br /> Broadway/Jefferson Avenue intersection. The primary concern related to the previously <br /> existing raised island on Broadway between Middlefield Road and Jefferson Avenue. <br /> The raised island divided the eastbound Broadway through traffic lane and a passenger <br /> drop-off/parking lane. The raised island was originally designed to provide a protected <br /> space between the through traffic and planned passenger loading zone, and to <br /> accommodate a row of palm trees. <br /> However, the space had not been used for passenger loading, and has been used as <br /> parking and commercial loading spaces. Formerly, traffic using the parking lane was <br /> controlled by a yield sign where it reconnects with Broadway. Many motorists misused <br /> the parking lane as a right-turn lane and often failed to yield at the yield sign, resulting in <br /> motorist confusion and frustration. <br /> ANALYSIS <br /> On January 25, 2016, Council awarded the Broadway Improvements — Middlefield Road <br /> to Jefferson Avenue construction contract to Redgwick Construction Company of <br /> Oakland for a base bid of $185,245. The project was constructed in accordance with <br /> City specifications. One (1) contract change order totaling (-$14,664.80) was issued for <br /> final quantity adjustments and minor changes to the project scope. The final contract <br /> amount is $170,580.20, which is approximately 8% less than the original contract cost <br /> amount. <br /> ALTERNATIVES <br /> 1. Council may request additional information prior to accepting the project or <br /> authorizing the release of bonds. <br /> FISCAL IMPACT <br />
